Arizona’s school choice program appears to have been undermined by neglect from former leadership, based on details of the program’s inherited state by the new administration.
AZ Free News spoke with Christine Accurso this week about the inherited state of the ESA Program, of which Accurso is the newly appointed executive director. Accurso hit the ground running when she began working for ADE several weeks ago. She walked in to find the ESA Program, left behind by former Superintendent Kathy Hoffman, severely understaffed and drowning in nearly 171,600 unfulfilled expense requests.
Although the Arizona legislature approved 52 positions to run the ESA Program, there were only 17 on the scene when Accurso arrived. That’s less than one-third of the staff that the ESA Program was intended to have. However, Accurso expressed confidence that merely doubling the team from 17 to 34 would be enough to run the program well for the meantime.
“We have less than half of the team we need to run this program,” said Accurso. “We will begin hiring soon and look forward to at least doubling our team to serve the families of Arizona well.”
ADE was severely understaffed despite receiving an additional $2.2 million last summer to hire 26 workers. Even with this funding, ADE undertook measures to minimize ESA Program operations. This included limiting call helpline hours to between 10 am to 2 pm.
Accurso said that her first hire was an individual who answers parents’ calls. The ESA Program failed to have a responsive helpline under Hoffman’s administration. Last year, parents who attempted to call the program helpline were met with an automated voice rejecting their call due to “excessive call volumes” and automatically hanging up with no promise of a call back.
These weren’t the only issues Accurso noticed. Ahead of her arrival, Accurso noted that odd expenses were given approval following Hoffman’s loss to current Superintendent Tom Horne.
That was far from the first time that odd expenses were given approval under Hoffman’s administration. Democratic state legislators argued that the program wasted taxpayer dollars through its allowable expenses. During a House committee hearing last year, Democrats questioned why items like bouncy castles and tonal home gyms, costing thousands, were approved. Republican committee members reminded their Democratic colleagues that Hoffman, a fellow Democrat, had approved these and other questionable items as allowable expenses.
In under three weeks, Accurso’s team approved nearly 24,700 of the unfulfilled requests after verifying the proper documentation was submitted, amounting to $22.2 million for things like private schooling, tutoring, and curriculum dating back to last November.
If the remaining 146,900 requests run a similar average in cost to the 24,700 approved requests (around $880 each), the ADE may owe over $129.2 million. The new administration paid 1,500 tutors who’d been awaiting paychecks for months under Hoffman, as well as reimbursement owed to a “small school” who’d been forced to consider a bank loan for their expenses due to Hoffman’s administration delaying their payment.
“We are reviewing all of the categories and our team, with ‘all hands on deck’ are getting through those as quickly as possible,” said Accurso. “These first orders were private school tuition payments and tutors of core subjects.”
Accurso noted that her team is not only working through old applications — they receive an average of about 130 new applications each day. Accurso stated that they have 949 pending applications.
“Yesterday we got around 200 applications. Right now my staff is working on a total of 990 applications from the weekend through yesterday. That’s why I’m hiring very quickly,” explained Accurso.
Accurso said that another one of her first actions was to replace the former administration’s allowable expenses list on the website with one that aligns with state statute. (The former list is archived here).
Prior to becoming ADE’s executive director, Accurso was an ESA parent burned by its poor administration. During Hoffman’s first year in office, Accurso and other parents were kept out of the program when the ADE failed to follow admission deadlines set by statute. Accurso gained national attention after her experience of spending hours each week on hold for over two months went viral.
Current Superintendent Tom Horne said in a statement earlier this month that the ADE’s previous administration of the ESA Program was unacceptable.
“When I took office, the commitment I made is that the Arizona Department of Education is a service organization committed to raising academic outcomes and empowering parents,” said Horne. “On my first day on the job, I demonstrated my resolve to fulfill that mission. Delays and inefficiencies of this kind are unacceptable and won’t be repeated.”
The decline of the ESA Program shouldn’t elicit much surprise. Since first campaigning for the position in 2018, former Superintendent Kathy Hoffman openly criticized the Empowerment Scholarship Account (ESA) Program. During her re-election campaign, Hoffman claimed that the ESA Program had “zero accountability” while signing a petition to undo universal school choice.
The ADE said that nearly 46,000 students have joined the ESA Program as of Tuesday. Despite Governor Katie Hobbs’ intention on rolling back the program, the GOP-controlled legislature has no plans to do so.
Sen. President Warren Petersen toldKTAR that there wasn’t a chance that school choice would be rolled back.

Governor-elect Katie Hobbs reaffirmed that she will hold to her campaign promise to abolish Arizona’s universal school choice program.
Hobbs issued the remarks last week in an interview with Arizona PBS, about two weeks after appointing two longtime teachers’ union lobbyists to her transition team. Marisol Garcia is a longtime lobbyist for and the current president of the Arizona Education Association (AEA); Stephanie Parra was a former lobbyist for the AEA, is a registered lobbyist for her nonprofit “All in Education,” and serves as a Phoenix Union High School District board member.
“I can tell you that the voucher scheme that we have set up is going to end up as an Alt-Fuels 2.0,” stated Hobbs. “It’s going to bust our budget. We can’t afford to do more.”
In a video shared within an AEA meeting reviewing the upcoming legislative session on Wednesday, Hobbs pledged to be the biggest ally of public schools in the state’s history.
“I’m ready to get to work as the most pro-public education governor in Arizona,” said Hobbs.
Garcia expressed confidence that Hobbs would be an ally to their teachers’ union. She also said that she and the AEA were completely against the state’s school choice program, the Empowerment Savings Account (ESA) Program.
“We have always been against any sort of vouchers, not just expansion but vouchers in essence,” said Garcia.
In September, Garcia stated that it wasn’t possible to support both public schools and private schools when it comes to funding.
“Funding AZ public schools & then being pro private schools vouchers is hypocritical,” wrote Garcia. “Union members have ALWAYS been against vouchers. They hurt our communities & funnel tax payer $ to private companies.”
Hobbs has been forthright about her opposition to universal school choice. Her education plan published through her campaign revealed that she would scale back the program to bolster public school funding.
Hobbs declared that universal school choice was an “attack” on public schools, reflecting an intent to eventually “do away with” them. Hobbs also claimed that the ESA Program lacked any accountability and oversight.
About 32,000 children applied for the ESA Program, according to the Arizona Department of Education. Students may qualify for up to $6,500 each — totaling about $208 million.
Save Our Schools Arizona (SOSAZ), an activist group opposed to universal ESAs, attempted to reverse the universalization through a ballot measure. In September, SOSAZ overreported its signature count to qualify for the ballot — something hawkeyed pro-school choice parents discovered immediately. However, Hobbs delayed counting the signatures for about five days.

One mother who fought to defend universal school choice in Arizona will serve as its executive director.
On Thursday, Christine Accurso announced that Superintendent-elect Tom Horne asked her to serve as the executive director for the Empowerment Scholarship Account (ESA) Program. Accurso, a beneficiary of the ESA Program, said that she would do everything in her power to protect school choice.
“Families deserve educational choice to help shape and mold the futures of their precious children,” stated Accurso.
Accurso led the Decline to Sign movement, which opposed Save Our Schools Arizona’s (SOSAZ) ballot initiative earlier this year to overturn universal school choice.
Not only has Accurso been an advocate for expanding school choice, she’s been a watchdog for the movement.
Accurso discovered that SOSAZ far overestimated their signature numbers when they turned in their signature sheets for the ballot initiative. She raised awareness of the signature shortage, urging the secretary of state’s office to expedite verification of the signature count rather than waiting the 20-day period allowed by state law. Several days after Accurso and other parents petitioned the secretary of state’s office, they confirmed that the petition lacked enough signatures.
Accurso also publicized recent issues with the ESA Program helpline as parents attempted to join the newly-expanded program. The phone line was busy nonstop, and would hang up on parents without the promise of a call back or an option to leave a message.
School choice was one of the issues that defined the midterm election. Where some Republicans lost in other contested races by thousands of votes or continue to await final ballot batches to determine the winner, Horne prevailed.
Horne managed a victory over Democratic incumbent Kathy Hoffman, earning 50 percent of the vote to Hoffman’s 49 percent — just over 9,300 votes.
Hoffman conceded on Thursday, shortly before Horne tapped Accurso to lead the ESA Program.
Horne ran against Critical Race Theory (CRT), ethnic studies, and bilingual rather than immersive education. Horne advocated for in-person learning, standardized testing for graduating seniors, state takeover of failing schools, and full in-state scholarships for those who exceed state testing.
Hoffman ran against school choice expansion and bans on CRT tenets in education. She advocated for reducing class sizes, increasing teacher pay, increasing mental health funds for students, and increasing internet access for students.

I was born and raised in Seattle, Washington. I went to high school, and college, and started my business there. We were the fourth generation of our family to live in West Seattle where we founded and operated local businesses. Over the last 80 years, my family has founded four companies, employed hundreds of people, and created opportunities for many others to grow and succeed.
On August 5, 2020, we made the gut-wrenching decision to leave. That was the day that Washington’s Governor, Jay Inslee, proclaimed that it was “unsafe” for children to attend school in the state, extending our school closures indefinitely. Our school reopening guidelines were the among the strictest in the nation, and even most private schools (including our son’s) remained closed until further notice. Our boys were three and six at the time, and we expected another lockdown through the winter would do far more damage to our collective mental and physical health than COVID ever would.
Shortly after Governor Inslee’s press conference ended, we started packing. A few days later, we put 14 suitcases and duffle bags on an airplane and headed out to spend a year in the Sonoran Desert. As our son started in Scottsdale Public Schools, the battle between the districts, unions, and Governor Ducey were in full swing. After yet another week of “iPad school,” we began frantically looking for a private school that would guarantee an in-person education to our first grader.
We found an opening at a nearby for-profit private school and enrolled our boys on the spot. Within a few weeks, we heard from our older son’s teachers that he wasn’t learning normally. Initially, we dismissed their concerns, assuming they were caused by the impacts of Seattle’s hard lockdown and our extended school closures.
They gently pressed, and we agreed to seek a reading evaluation through a local clinic. The results were all over the place, so we were referred to a local neuropsychologist. Our son underwent two days of intensive testing which finally led us to the answer: he is gifted, has mixed dyslexia, and an ADHD (inattentive type) diagnosis would likely follow after he turned seven.
The number one recommendation was that our son would need to be in a private school long-term. The neuropsychologist described the challenges involved in getting an Individualized Education Program (IEP) and 504 plan, especially with a twice-exceptional child, where the giftedness often hides the disability. Our son would need small class sizes and individualized attention, as he would likely struggle in a public school classroom.
Our for-profit private school bent over backwards to accommodate his needs. They allowed him to continue to attend school through his eight-week, half-day intensive dyslexia treatment program so he could maintain the relationships in his class and participate in Spanish, PE, and STEM. His teacher taught his classmates about learning differences, so they’d approach our son with acceptance and curiosity instead of judgment. They approved his providers’ recommended accommodations without hesitation. They welcomed, loved, and supported our child, regardless of his learning differences.
One year later, our son is reading a grade level above his age thanks in part to the three weekly sessions with a reading specialist provided by his school. Three months into third grade, he no longer needs specialized support and is able to operate independently in an accelerated classroom environment.
Our journey was a privileged one. We had school choice, albeit across state lines. We had access to top private clinics and specialists. We used a combination of health insurance, HSA funds, and savings to cover the over $50,000 cost to remediate our son’s dyslexia and provide him with a private school education that met his unique needs. Very few families can afford this on their own.
Washington State has the exact education system that the teachers’ unions advocate for: strong and well-funded public schools. Seattle spends over $23,000 per child per year on school and teachers make around $100,000 on average. Every bond measure placed on the ballot gets approved overwhelmingly.
But choices are strictly limited – well-funded public school or very-expensive private school. Teachers’ unions have unfettered power to lobby the politicians for whatever they want. In response, over 30 percent of parents have pulled their kids out of Seattle Public Schools in neighborhoods where their families can afford to in just the past three years.
My family came to Arizona because of school choice. We stayed because our kids’ needs were met here. We’ve seen a union-first school system firsthand, and COVID revealed its shortcomings. In Arizona, we are leading the nation in building a child-first system, founded on universal ESAs.
As we hear Governor-Elect Katie Hobbs repeat her union supporters’ lines about Arizona’s school system and her criticism of the ESA program, please remember my family’s story of how a great Arizona private school and our school choice programs changed our son’s life and story for the better.
Every family should be able to choose the school that meets their kids’ unique needs, just like we did.

Arizona families need a complete change in our state’s Department of Education. The current superintendent, Kathy Hoffman, has not served Arizona’s children well, and she needs to be replaced. With the election upon us, NOW is the time for change.
For far too long, the Department of Education has placed its focus on teachers. But while the needs of teachers are important, the primary focus should always be on students. That’s why we need someone who will change the focus of the entire department to a service-oriented organization—and who will build a team that wants to serve the people of Arizona. The public servant that we need is Tom Horne!
Tom will not need any training. He successfully led this department before, and he will hit the ground running to get our children back on track immediately. Tom is an attorney and has served in the legislature and as our state attorney general. He supports the new ESA school choice law and wants to see that program serve our children well. Tom has met with many of Arizona’s families and has truly listened to our needs. I have full confidence that he will address them immediately when he is in office.
In contrast, under Kathy Hoffman, our children’s test scores have been plummeting. She pushed for extended school closures during the pandemic. She violated our families by releasing sensitive, private information on our children during the data breach of 2020. She pushed for professional development under gender and sex topics and equity, diversity, and inclusion. She also pushed to repeal the “No Promo Homo” law and started a “Q chat” on the ADE website where any child can be easily groomed or confused when exploring their sexuality online, away from their parents. The last four years have been dreadful for everyone except the unions who back her.
The role of the Superintendent is to execute the state education laws and the State Board of Education policies. The Empowerment Scholarship Account (ESA) law is administered by the Superintendent, and the State Board of Education writes the policies and rules around this program. It has been in effect for over 10 years. As our current Superintendent, Kathy Hoffman has publicly stated that she wants to see an end to the program and has proven in the last four years that ESA Students who are in the program are not her priority. The fact that she picks winners and losers and plays games with our children’s education proves that she is not a good leader. Every single child matters and deserves an education that they will thrive in.
It’s time to turn our focus back to the children of Arizona. The most important focus is the academic success of our children in the core areas of study. This is a very important race, and I implore all of the people in Arizona, especially parents and grandparents, to support Tom Horne so that our children will be front and center again. Our children deserve the very best, and our families deserve to have a fully functioning Department of Education.
