Scottsdale Cannot Afford Another Failed ‘Superintendent Of The Year’

Can we truly take the American Association of School Administrators (AASA) seriously? They claim to be the premier association for school system leaders and the national voice for public education and district leadership.  But do they speak for the majority of parents with children in public schools across America?

The AASA being the voice for public education on Capitol Hill might explain why public education has been failing our children for years. The education professionals who run the AASA and the Arizona School Administrators (ASA) seem more focused on promoting social-emotional learning, DEI, and gender identity rather than prioritizing academic excellence in public schools.

How else do you explain the prior selection of Dr. Donna Lewis as the superintendent of the year when she was the superintendent of a district where math and ELA proficiency were below 15%? And how do you explain the selection of Dr. Menzel as the 2024-2025 national superintendent of the year?

By selecting two failed superintendents for recognition, these organizations demonstrate that they are not concerned with academics.

Contrary to the Scottsdale Unified School District’s (SUSD) claims, Menzel has not enhanced educational outcomes; it is just the opposite. Last year, Menzel failed to meet his academic performance goals, and academic achievement in math, ELA, and science declined. In 2023, SUSD had over 8,000 students who were NOT proficient in ELA, over 9,000 who were NOT proficient in math, and over 12,000 students who were NOT proficient in science. Thirty-five percent of 3rd graders were not proficient in ELA in 2023. Being able to read by 3rd grade is critical to a student’s academic success. By continuing to promote them without being proficient, Menzel is setting them up for academic failure.

Despite these deficiencies, hundreds of SUSD students are promoted and graduate each year.

Under Menzel’s tenure, SUSD experienced a 10% drop in enrollment, with nearly half of the eligible students choosing not to attend SUSD. Additionally, the district has faced record staff turnover due to the fear-driven environment Menzel has created. Yet he is celebrated as the superintendent of the year.

Enough is enough. We need Gretchen Jacobs, Jeanne Beasley, and Drew Hassler on the SUSD Board. Scottsdale cannot afford another failed superintendent of the year.

A Decade Of Decline: Why Your School Board Matters

In its heyday, Mesa Public Schools (MPS) was the district to attend; the envy of the East Valley. From academics to athletics, from artistic endeavors to award-winning music programs, Mesa provided excellent programming from kindergarten to graduation. So much so, that parents would often bring their own children back to Mesa Schools, often to the same school they attended as children.

In 2011, MPS students were achieving at levels in keeping with the stellar reputation that Mesa had always experienced. But between 2014 and 2015 achievement in MPS, as well as across the state, plummeted, and MPS hasn’t been able to break the 50% achievement rate since that time. There were a few ‘events’ that occurred during this time period, only one in which your school board would have had direct input; unless they were to be extremely courageous and decide to refuse federal education dollars.

The state assessment test switched from AIMS to AZMerit, there was a full implementation of Common Core across the state, and districts began to go down the road of developing a ‘Portrait of a Graduate’. As these took hold, publicly funded schools began to face steep declines in enrollment. MPS, for example, lost a total of 8,979 students as of the 2021/22 school year according to data located here. Consider that our 15-day student count for the school year 2024/25, is 54,339, a loss of 20,610 students since the 2011/12 school year. These trends are not exclusive to MPS, and this is where your vote for school board matters.

I have a friend who has said repeatedly that if an organization, which begins with conservative values, does not hold fast to those values, the organization will ultimately become liberal. The core conservative value which directed education in MPS, as well as many other districts across the state, was focused on developing a solid academic foundation upon which students could build. This value was supported by a few other core values such as individual responsibility, discipline, working hard, perseverance, and merit. These values have been eroding over time, often due to a lack of leadership from a district’s governing board.

The trend in education in Arizona, which has been in works since at least 2014, is the Portrait of a Graduate. This has become the framework upon which other elements have been built into our classrooms such as culturally relevant teaching and social emotional learning (SEL); here is just one example of new ‘science’ curriculum adopted by MPS last spring.

When you really take a look at the Portrait of a Graduate in most, if not all districts which have adopted this framework, there is no indication that we want our graduates to be academically sound in the basics needed in order to participate in society. School boards voted to adopt this framework to develop their strategic plan, and can vote to redirect the district using a different framework; one in which academics and solid, critical thinking is the foundation.

Curriculum adoption is another area in which your school board members are of critical importance. Many curriculum options available today are infused with elements incorporating ideas which are contrary to conservative American values. Rather than using quality literature, which incorporate timeless values, stories are selected that allow students to “see themselves” in the literature. Often the material brings in concepts regarding racism, “white privilege,” oppressed/oppressor, sex, sexuality, sexual orientation, or gender confusion issues. Many examples straddle the edge of pornography and reading the text or displaying the pictures would be deemed offensive and would not be allowed at a school board meeting. Forcing these themes and concepts upon children results in confusion and anxiety. This is clearly evident as we look at the “mental health crisis” within students across Arizona. A strong conservative school board is able to push back against district leadership, and remove that which is not beneficial for our students’ learning.

Policy development is another critical piece in the quality running of a school district over which your school board members have control. Drafting clear, quality policy, and procedures which are not contrary to federal or state law is critical to improving the education students are receiving as they attend our public schools. This is a statutory mandate for school board members, and should not ever be relegated to hired district leadership.

In MPS, there has been much controversy the last few years regarding this very issue as the community became aware of Transgender Guidelines, and the Checklist associated with the guidelines. Notice, these are guidelines, not policy; no MPS Governing Board has developed or voted on policy regarding gender dysphoria, yet the district has had guidelines in place since 2015. This fact went under the radar for several years, and only became visible because of the social contagion surrounding this topic since 2020. As a result of these guidelines, which in our humble opinion, violate ARS 1-602, and the First Amendment, teachers feel free to introduce concepts of sex and sexuality with minor students, planting seeds of confusion within young minds, which is not acceptable. Voting for a school board which will possess members who uphold parental rights, and the rights of all students will be the only way to reverse this trend, and protect all our students.

Finally, the school board is responsible for hiring the Superintendent, whose responsibility it is on a daily basis, to ensure the will of the elected board members is enacted with fidelity. This is critical, as the elected board members who represent the will of their voters, can do all things right and in alignment with their community, but if the district leadership undermines that, the degradation of our educational system continues. The Board must hire an ethical person of integrity who aligns with the values of the community, as represented by the elected members of the board.

Your vote for school board members may be the most important vote you cast this election season. Being a non-partisan race, it is important to engage with those people who are running and to investigate and research the candidates, so that you are casting an informed vote that represents your values. The future of public education, which still educates a majority of American children, depends upon it.

Republicans and Democrats have generally been divided on ideas to improve Arizona’s public and charter school systems for the benefit of children and their families, but one bill advancing through the state legislature might have a chance at becoming law.

On Tuesday, the Arizona House passed HB 2291, sponsored by Representative David Cook, with a bipartisan 35-25 vote. According to the overview provided by the House, this legislation “authorizes a school district governing board to terminate the superintendent’s employment contract if prescribed criteria are met.” The prescribed criteria in the legislation, that would give the governing board the green light to remove a district superintendent, are if it was “determined by the governing board that the superintendent violated governing board policy; or one or more schools have been assigned a D or F letter grade for at least three years.”

In a release sent out by the House, Representative Cook praised the passage of this bill, saying, “HB 2291 is written to empower local school board members to make decisions that are best for their school districts while being able to protect their limited funding for education that they control. I’m glad to have bipartisan support for this legislation, because making sure that our schools are serving their students and parents is not a partisan matter – it’s something we all believe needs to happen.”

There were four co-sponsors for this legislation – two Democrats and two Republicans. Democrat Representatives Alma Hernandez and Lydia Hernandez co-sponsored HB 2291, along with Republican Representatives Laurin Hendrix and Michele Peña.

Earlier this session, Representative Cook’s bill passed out of the House Education Committee with an 8-2 bipartisan vote, and out of the House Rules Committee with a unanimous 8-0 vote.

The Arizona School Administrators Association, the Arizona Education Association, and the Arizona School Boards Association came out in opposition to this legislation as it was progressing through the Arizona House.

HB 2291 will now be considered by the Arizona Senate.

Arizona Superintendent Will Block Grants for Schools Lacking Police Presence

Public schools who refuse to have armed officers on campus won’t receive grant money for school safety.

In a press release last Wednesday announcing the latest round of $80 million in funding from the School Safety Grant Program, Arizona Department of Education (ADE) Superintendent Tom Horne told schools to prioritize having armed law enforcement. Otherwise, the superintendent said that ADE wouldn’t recommend the school for funding to the State Board of Education.

“Every school should have a law enforcement officer to protect students and staff, and this should be accomplished on an urgent basis,” said Horne. “Delay in implementing this goal could leave schools more vulnerable to a tragic catastrophe. Schools that currently have no armed presence yet submit grants applications that do not request an officer will not receive a recommendation from this Department to the State Board of Education.”

Under former Superintendent Kathy Hoffman, funding from the grant program could be applied to school resource officers or counselors. One of Hoffman’s main priorities during her first term and re-election campaign was to shrink the disparity between the number of students and counselors. 

Hoffman stated that her administration slashed the student-to-counselor ratio by 20 percent. However, Horne’s administration noted that school violence has increased in recent years.

The ADE cited an increase in reported incidents of school threats, real and fake weapons found on campus, and “disturbing” social media posts inferring school violence. ADE also reported numerous receiving phone calls from Phoenix-area high school teachers about fights that, in at least one instance, risked a female teacher’s safety. 

Horne noted in the ADE press release that this push for schools to have armed officers wasn’t in order to exclude other school safety measures that the program funds, such as counselors. He recalled his support for counselors as far back as 1978 during his services as a school board member, when he voted against eliminating counselors from their district.

“Schools still ought to have counselors but providing a safe school atmosphere that requires an armed presence is the first priority,” said Horne.

Horne later told ABC 15 that there wasn’t any reason why schools should refuse police protection on campuses.

“I can’t understand how anybody doesn’t understand how important it is that we be sure we don’t have any massacres in Arizona,” said Horne. “The first priority has to be the safety of the students and we don’t want a situation where 20 or 30 students are killed because no one was there to defend them.”

In a tweet, ADE posed a hypothetical, asking what a school would do if an armed “maniac” invaded a school that only had counselors and no armed officers.

Several days after ADE announced its decision on school safety grants, a 13-year-old Cottonwood-Oak Creek School District student making a “kill list” was arrested; school officials determined that the student posed a credible threat. 

State Rep. Jennifer Pawlik (D-LD13) called Horne’s decision “disappointing.” Pawlik also criticized the decision to make the announcement during National School Counselors Week.

The ACLU of Arizona asserted that school safety couldn’t be achieved with police presence on campus.

In addition to this funding, ADE is working with former Phoenix Police Department leaders to provide additional safety resources and procedures to schools.

Opposition to armed officers on campus often comes from concerns over a racial divide. Tensions heightened in one school district last year over discussions of funding school resource officers (SROs), about one month after the Uvalde school shooting. Chandler Unified School District (CUSD) Board Member Lindsay Love said that she and too many others, including children and parents, felt uncomfortable with having more police officers on campus.

AG Takes Long Awaited Action Against Buckeye Elementary District And Superintendent

The State of Arizona has initiated a lawsuit against the Buckeye Elementary School District (BESD) and its longtime superintendent Kristi Wilson in an attempt to recover what the attorney general’s office (AGO) contends is public monies “illegally paid” by the district to Wilson in violation of the Arizona Constitution’s Gift Clause.

The 70-page lawsuit filed Wednesday notes BESD paid more than $500,000 to Wilson or on her behalf that was not owed under her employment agreements. The AGO also raises questions about the legality of $1.7 million in “additional compensation paid under three agreements from July 2016 through December 2021, for total compensation of $3,274,505.

As superintendent, Wilson is responsible for 5,200 students across seven elementary schools. Her compensation was about 100 percent higher than the average pay for the superintendents of Arizona’s three largest school districts during the same five-year period.

Wilson and BESD came under investigation by the AGO following a detailed report by the Arizona Auditor General in April which raised questions about whether the additional compensation called for in Wilson’s three employment agreements violated state law.

The auditor’s report had harsh words for district officials, who reportedly omitted “critical information” and other records during the audit. Some officials were also chided for a lack of transparency that kept the public in the dark about Wilson’s performance and her compensation.

Wednesday’s lawsuit is not the first undertaken by Attorney General Mark Brnovich related to Arizona’s Gift Clause, which prohibits the payment of public monies unless such payment serves a public purpose and the value received by the public is not far exceeded by the consideration being paid by the public.

“Transparency and accountability are not electives in our public school districts,” Brnovich stated in announcing the lawsuit against Wilson and BESD. “Hardworking taxpayers expect these public funds to be expended in accordance with the law and the best interest of students.”

Wilson was named BESD’s superintendent in 2013. From FY2014 through FY2016, her annual compensation averaged $172,813. But over the next five years, her annual salary under three employment agreements ranged from a low of nearly $339,000 to a high of nearly $800,000.

The lawsuit states that in comparison, the superintendents at Arizona’s three largest districts earned from $208,600 to $306,179 per year. Another comparison noted by the AGO is that BESD paid its teachers an average of $44,536 in 2019.
