Arizona GOP Leader Expresses Frustration With Hobbs’ Border Executive Order

Last week, Governor Katie Hobbs announced her signing of Executive Order 2025-01 to direct the creation of Operation Desert Guardian, a joint task force of the Arizona Department of Emergency and Military Affairs, the Arizona Department of Public Safety, and the Arizona Department of Homeland Security. The response from the GOP-led legislature showed frustration with the Governor’s move.

According to the Governor’s Office, the order is an effort to “expand border security operations in Arizona’s four border counties.” It also indicated that the operation will seek partnership with “local law enforcement, sheriffs, and the federal government to disrupt Transnational Criminal Organizations (TCOs) operations within Yuma, Pima, Santa Cruz, and Cochise counties.”

Hobbs said in a statement, “I’m proud to launch Operation Desert Guardian to combat the cartels, stop drug smuggling and human trafficking, and secure Arizona’s border.”

“My administration has been in contact with the federal government and local sheriffs about the Operation, its critical objectives, and our shared commitment to keeping criminals and drugs out of Arizona’s communities. I have worked productively with the federal government on Task Force SAFE and partnered with local law enforcement to deliver critical border security support, and I look forward to continued partnership on our shared border security priorities. With Operation Desert Guardian, I’m confident we can take an important next step in our ongoing work to secure the border.” According to the Governor’s Office, the objectives of the order include:

  • Identifying and mitigating security vulnerabilities along our 370-mile southern border, and
  • Combating border-related crimes perpetrated by TCOs by dismantling their supply chains and operating networks.

Arizona House Speaker Steve Montenegro reflected great skepticism of Hobbs’ sincerity and the lateness of her apparent concern for the border. In a statement to AZ Free News, Montenegro said:

“Too little, too late. For years, Governor Hobbs has refused to take meaningful action while Arizonans have paid the price. The border crisis has spiraled out of control under her watch, forcing the legislature to step up where she has failed. Republicans led the charge to pass critical fentanyl crime legislation and put a measure before voters—who overwhelmingly supported making it a state crime to cross the border illegally.

Montenegro added, “Now, with the crisis at a breaking point, the Governor is scrambling to look tough on border security. While I hope this effort delivers real results, it’s clear who has been leading on this issue all along—and it’s not Katie Hobbs.”

House Republicans Form Committee For Fire Preparedness

Arizona Republican legislators continue to take action to prepare their state for another dangerous fire season.

This week, the Arizona House Republicans announced the formation of the Fire Preparedness Ad Hoc Committee “to bring the Legislature to the people and assess issues related to Arizona’s readiness for catastrophic fires and insurance policy coverage across rural and urban Arizona.”

The chairman of the new committee is State Representative David Marshall, who was selected by Arizona House Speaker Steve Montenegro.

In a statement accompanying the announcement from the Arizona House Republicans, Representative Marshall said, “I’m honored that Speaker Montenegro has entrusted me to chair this committee because this issue couldn’t be more urgent for Arizona. The devastation caused by wildfires is staggering – homes lost, businesses wiped out, communities shattered. We’ve seen the warning signs in our state and the catastrophic disasters unfolding in places like California. It’s our job to make sure we are as prepared as possible to prevent and respond to these fires before they destroy previous lives and priceless property.”

Speaker Montenegro stated, “House Republicans have made public safety one of our highest priorities – whether that’s tackling violent crime, securing the border, or preparing for the next wildfire season. The people of Arizona deserve leadership that takes action, not excuses, and that’s exactly what we intend to deliver.”

Marshall added, “Firefighters do some of the toughest, most selfless work out there. They put themselves in harm’s way to save lives, homes, and entire communities. Yet, they’re often underpaid, overworked, and asked to do more with less. This committee will take a hard look at what’s needed to ensure they have the tools and support to do their jobs safely and effectively.”

The press release revealed that State Representatives John Gillette, Gail Griffin, Walter Blackman, Myron Tsosie, and Stephanie Stahl Hamilton would be added to the ad hoc committee. This panel will finalize a report and recommendations by the end of the year.

According to the information provided by House Republicans, the committee will look to do the following through the hearings this upcoming year:

  • “Research and uncover any weaknesses in our current fire prevention system. Make recommendations on ways to address these areas.
  • “Develop strategies to reduce nonrenewal of homeowners insurance policies across the state with an emphasis on high-risk areas.
  • “Evaluate current building codes to make sure they allow for maximum fire protection without increasing costs to new home buyers.
  • “Review and make recommendations on water supply needed for fire suppression.
  • “Evaluate and make recommendations on current forestry practices regarding wildland fires.”

Governor Hobbs Vetoes Same-Day Election Results Bill

Governor Katie Hobbs vetoed a key bill aimed to speed up election results on Tuesday.

Hobbs rejected HB 2703 (SB 1011). The legislation proposed modifying the deadlines and methods by which a voter could return their voted early ballot in person, restricting early ballot drop-offs to vote collection locations on the Friday preceding Election Day. The bill also allowed for on-site tabulation during the period of early voting, including on the weekends and on the Monday before Election Day. 

The legislation also required voters in larger counties such as Maricopa County (the fourth most populous county in the nation) to confirm their address every election cycle in order to be eligible to receive ballots by mail. Voters in smaller counties would also have to confirm their addresses to receive mail ballots, but only every four years. 

In a statement on the veto, House Speaker Steve Montenegro lamented Hobbs’ continued refusal to approve reforms speeding up elections while making them more transparent. 

The speaker alluded to a planned attempt by the GOP to get the legislation passed without Hobbs’ approval: by putting the changes on the ballot for voters to decide.

“Governor Hobbs and Democrat legislators continue to block reforms aimed at ensuring timely and transparent election results,” said Montenegro. “If they won’t act, we will—letting Arizona voters have the final say.”

Governor Hobbs claimed the changes made by HB 2703 created partisan benefits for Republicans. Hobbs cited aspects of the legislation that reformed the Active Early Voting List and late-early ballot drop-offs. 

“After adding partisan policies that do nothing to speed up election results and refusing to compromise to protect voting access, it’s clear to me the focus of this bill is disenfranchising voters for partisan gain, not speeding up election results,” said Hobbs. 

The public policy organization Arizona Free Enterprise Club (AFEC) released a statement calling Hobbs’ decision a “foolish, stubborn, and politically minded” fodder for keeping Arizona “the laughingstock of the country” in the next election.

“Governor Hobbs is more interested in catering to a fringe minority of her party than the vast majority of Arizonans who were calling for this necessary and reasonable election reform,” said Scot Mussi, AFEC president. “This action from the Governor’s Office is not what our state expects from our leaders when there are clear procedural problems to address on issues that are central to the government’s purview.”

House Minority Leader Oscar De Los Santos claimed the rejection of HB 2703 crossed party lines, citing polling results from Noble Predictive Insights as proof.

The Republican Governors Association (RGA) issued a statement criticizing Hobbs’ veto as a rejection of “common sense” policymaking. 

“Katie Hobbs is failing to sign even the most common sense bills being placed on her desk,” said the RGA. “Arizona lags the nation in the time it takes to count ballots and report results. The insane wait in reporting results is bad for governance, and causes chaos and uncertainty for voters, elected officials, and the country.”

Arizona Republicans Call For Investigation Into Financial Crisis At Isaac School District

Arizona Republicans are reacting to a financial crisis involving a local school district and calling for serious investigations into the developing matter.

This week, a number of Republicans in both the Arizona House of Representatives and Senate released statements about the situation surrounding Isaac Elementary School District being placed in receivership by the Arizona State Board of Education. Some legislators are even looking to the Maricopa County Attorney to investigate the school district if the state’s attorney general does not spring into action.

House Speaker Steve Montenegro said, “Our sympathies begin and end with the students, faculty, and parents of Isaac. At the heart of this crisis are more than 4,800 students and hundreds of employees who have been abandoned by failed district leadership. The falsification of financial records and the mismanagement of public funds are a betrayal of trust and must be investigated immediately. The people of Arizona deserve to know how this happened, and those responsible must be held accountable.”

Senator David Farnsworth, the Chair of the Education Committee, added, “I’m incredibly concerned by what’s transpired within the Isaac Elementary School District. My colleagues in both the Senate and House are investigating what led to the tremendous overspending and what legislative reforms we need to adopt to make certain a similar situation doesn’t happen in the future. What the State of Arizona won’t do is provide this school district a financial bailout without implementing any corrective policies. Doing so would only be a Band Aid on the wound and most certainly do more harm than good.”

Senator Carine Werner, a first-term legislator and the Vice Chair of the Education Committee, wrote, “My heart goes out to the teachers and staff of Isaac Elementary School District, many of whom are already living paycheck to paycheck and are now fearing the money isn’t going to hit their bank accounts come pay day because of the gross financial mismanagement by administrators within this district. We are working on solutions to ensure the children of these schools are not disrupted in their learning environments and those responsible are held accountable.”

Arizona House Majority Leader Michael Carbone stated, “Since taking office, Mayes has shown zero interest in tackling corruption in school districts. Instead, she has used her office to attack parents who use Empowerment Scholarship Accounts to seek better opportunities for their children. This is the same Attorney General who dropped all felony charges against a former Scottsdale Unified Superintendent engaged in a laundry list of fraudulent schemes at multiple school districts. Amazingly, Mayes only required the former administrator to pay income taxes on illegal kickbacks the administrator received – a sweetheart settlement for the ages. The students in Isaac deserve better.”

In their letter sent to Maricopa County Attorney Rachel Mitchell, Arizona House Republican leadership wrote, “In late December, the Arizona Auditor General sounded the alarm over the possibility of a receivership and noted that the Isaac Elementary School District has been identified as one of Arizona’s highest-risk districts since December 2020. The Auditor General has also reported that ‘[t]hroughout FY 2024, the District failed to report expenditures in the appropriate funds throughout the year and submitted a misleading and inaccurate FY 2024 annual financial report’ to the Arizona Department of Education. And in another report documenting multiple deficiencies in Fiscal Year 2023, the Auditor General noted potential conflict of interest issues, miscoded financial transactions, incomplete financial records and documentation, failures to deposit cash in a timely manner, and failures to provide training and guidance related to restrictions on accepting gifts or benefits.”

The House Republicans asked Mitchell to confirm an investigation into the Isaac Elementary School District matter because they lack confidence that Mayes would “fully and fairly investigate the school district’s leadership over these serious issues.”
