In a decision advancing American energy dominance, the U.S. Environmental Protection Agency (EPA) announced a final rule granting the State of Arizona full primacy to control all classes of underground injection wells under the Safe Drinking Water Act (SDWA).
This approval positions Arizona as the primary regulator for protecting its underground sources of drinking water, while developing economic growth and innovation in clean energy technologies.
The move aligns with the EPA’s Powering the Great American Comeback Initiative, which emphasizes delivering clean and safe water to every American, restoring U.S. energy leadership, and empowering states to manage their own resources with local expertise.
By delegating authority to Arizona, the federal government recognizes the state’s unparalleled understanding of its unique water challenges and business landscape.
“Efficient and effective permitting is essential to bolstering American industry and unleashing energy dominance while protecting our nation’s water resources,“ said EPA Administrator Lee Zeldin. “States know their water resources best and understand the needs of their business community; entrusting them to take on permitting makes common sense. I am excited to see the economic growth that will be spurred by granting Arizona primacy to regulate underground injection under the Safe Drinking Water Act.”
The approval enables the Arizona Department of Environmental Quality (ADEQ) to oversee permitting and enforcement for all underground injection wells, including Class I wells for hazardous waste storage— ensuring these operations occur far below drinking water aquifers—and Class VI wells, critical for carbon capture and storage.
Following technical and legal review, the EPA confirmed that Arizona’s Underground Injection Control (UIC) program fully complies with SDWA standards. ADEQ will now handle authorizations and compliance monitoring with the EPA retaining oversight and permitting authority for wells on Indian Lands, except for Class II wells on Navajo Nation lands, because the Nation already holds primacy.
The move got the support from Arizona’s congressional delegation, emphasizing the significance of federalism and local priorities.
“Our Founding Fathers were clear in their commitment to states’ rights and a small federal government. Individual states must have the power to govern in the best interests of their own people. This ruling affirms that Arizona—not Washington bureaucrats—is best equipped to protect our water, foster economic growth, and ensure the well-being of our citizens. It is a key step in ensuring access to safe drinking water for Arizona communities for years to come. No one understands Arizona’s communities and resources better than Arizonans ourselves,” said Congressman Andy Biggs (AZ-05). “I am grateful to President Trump and EPA Administrator Zeldin for their commitment to slashing needless regulations and restoring authority to the states. This is a victory for federalism, for common sense, and for the people of Arizona.”
“Arizona understands our land, our water, and our energy needs better than anyone in Washington ever could. Granting primacy to our state of the Underground Injection Control program is a recognition that local expertise and innovation should lead the way,” said Congressman Juan Ciscomani (AZ-06). “It means that Arizona will now oversee the permitting for all underground injection wells, including Class VI wells essential for carbon capture and storage—a critical part of a secure and cleaner energy future, and Class I wells, which store hazardous waste far below drinking water resources critical for the health of all Arizonans. This step is a win for clean water, a win for responsible energy development, and a win for our economy.”

Arizona Governor Katie Hobbs also praised the decision as a pivotal achievement for the state saying, “Today’s decision is a major milestone for Arizona. By granting our state primacy over underground injection wells, the EPA is once again recognizing that Arizona is best positioned to protect its water and natural resources. This authority allows us to safeguard the integrity of our groundwater, while also supporting responsible economic growth and clean energy development. With this step, Arizona gains the tools to lead on sustainable environmental management and innovation for years to come.”

Congressman Juan Ciscomani (R-AZ06) has joined with colleagues from seven western states to reconstitute the Colorado River Caucus, which he will co-chair with Democrat Rep. Joe Neguse of Colorado.
As Arizona is heavily dependent on water flowing from the Colorado River, with 2.85 million acre-feet allocated to the state annually, the state’s political representation in decisions that govern the river has always been critical.
Initially launched as a bipartisan effort by members of the 118th Congress in 2023, the 12-member Colorado River Caucus includes representation from Arizona, California, Utah, Nevada, New Mexico, Wyoming, and Colorado.
“The Colorado River is the beating heart of the American Southwest,” said Congressman Ciscomani. “Millions of people in Arizona and six other states depend on it as a source of water for our homes and businesses, our farms and ranches – our way of life. The Colorado River Caucus will help us understand and manage this precious resource as we deal with the impacts of a record-breaking drought that has lasted more than two decades. Collaboration is key and that’s the goal of this bipartisan caucus.”
In May 2023, Arizona Governor Katie Hobbs and the Colorado River Lower Basin States agreed to a new plan under the Biden administration “to conserve 3 million acre-feet over the next three years to protect the Colorado River system.”
However, in March of this year, Common Sense Institute (CSI) Arizona released a report that pointed to gaps in “infrastructure and ingenuity,” rather than supply scarcity as the state’s greatest water resource issue. CSI advised at the time, “If Arizona opts to address its water future by ending growth and limiting development, rather than investing in infrastructure and addressing water policies, the Grand Canyon state faces the potential of billions in lost economic activity and thousands of new jobs.“
The release from Ciscomani indicated that the Caucus will task itself with advocating for a seven-state solution that incorporates efficient conservation measures to preserve water rights across the board.
Secretary Karen Cesare of the Central Arizona Water Conservation District (CAWCD), representing Pima County, said in a statement, “The Colorado River has been and continues to be one of the most vital issues for the State of Arizona. Since the days of Senator Carl Hayden and Representative John Rhodes, our state has always had leaders in Congress that work on this important issue. I am very happy that Representative Ciscomani is returning as co-chair of the Colorado River Caucus and is continuing this legacy of leadership.”

Congressman Juan Ciscomani (AZ-06) announced his support for Fort Huachuca as a leading candidate for a new U.S. Space Force mission, as the U.S. Department of the Air Force evaluates four potential sites nationwide.
On July 8, 2025, Air Force leadership briefed Congressman Ciscomani’s office on the proposed site selection process, which aims to establish a cutting-edge Space Force mission system to enhance space awareness capabilities for Combatant Commands.
Fort Huachuca, located in Arizona’s 6th Congressional District, emerged as a top contender due to its unique strategic advantages.
“Southern Arizona is the Astronomy Capital of America for a reason, with stark advantages for air and space operations that include beneficial geographic qualities as well as outstanding community investment,” said Congressman Ciscomani. “Specifically, Fort Huachuca’s unmatched airspace and technical capabilities position it as an outstanding location to support Air and Space Force innovation. While this is an ongoing process, I am proud to support our district to fullest.”
The proposed mission aligns with Sierra Vista’s growing importance in the aerospace sector. Dr. Randy Groth, President of Fort Huachuca 50, emphasized the regional impact by saying, “The possible selection of Fort Huachuca as the principle location for this new USSF mission and squadron could place Sierra Vista and the surrounding community in a lead position for the space economy. We stand ready to support the Air and Space Forces and Fort Huachuca to make this potential mission a success for our region and nation.”
Fort Huachuca, along with Davis-Monthan Air Force Base, anchors Arizona’s 6th District as a hub for critical military operations, supporting national security and the 80,000 veterans residing in the district.

U.S Congressman Juan Ciscomani (R-AZ) has reintroduced H.R. 4235. This is a bipartisan bill to designate the United States Postal Service facility at 100 N. Taylor Lane in Patagonia, Arizona, as the Jim Kolbe Memorial Post Office.
The reintroduction aligns with what would have been former Congressman Jim Kolbe’s 83rd birthday on June 28, 2025. Congressman Kolbe passed away on December 3, 2020.
The bipartisan effort is co-sponsored by Representatives Abe Hamadeh (R-AZ), David Schweikert (R-AZ), Greg Stanton (D-AZ), and Yassamin Ansari (D-AZ).
This legislation was introduced in the 119th Congress, 1st session and referred to the House Committee on Oversight and Accountability.
The bill includes two key provisions:
- That the post office at 100 N. Taylor Lane in Patagonia, Arizona, will be officially named the Jim Kolbe Memorial Post Office.
- That any mention of the facility in laws, maps, regulations, documents, or other U.S. records will reflect its new designation as the Jim Kolbe Memorial Post Office.
Jim Kolbe, a native of Patagonia, represented southeastern Arizona in Congress for 11 terms from 1985 to 2007.
Prior to Congress, Kolbe served in the Arizona State Senate from 1977 to 1982 and began his career as a U.S. House page.
He was also a Navy veteran who served from 1967 to 1977 including in Vietnam.
Congressman Kolbe was a respected statesman known for his leadership on the House Appropriations Committee, where he was the chairman of one of its 12 subcommittees.
Congressman Ciscomani praised the former Congressman by saying, “Jim Kolbe lived a life of service dedicated to not only our state but our country as a whole. He was a Navy veteran who represented Arizona as a true statesman, leading in foreign affairs, trade, and fiscal discipline, while staying true to his values. He continues to inspire my own service in Congress and his impactful leadership will long be remembered.”

The ‘One, Big, Beautiful Bill’ was passed in a late-night round of voting in the U.S. House of Representatives on Wednesday with near-unanimous support from Republicans. The massive and wide-reaching budget reform bill now moves to the Senate
Two House Republicans, Reps. Thomas Massie (R-KY) and Warren Davidson (R-OH), opposed the measure. Rep. Andy Harris (R-MD) voted ‘Present’ and two Congressmen, Reps. Andrew Garbarino (R-NY) and David Schweikert of Arizona, reportedly missed the vote accidentally, but would have voted in favor.
Commenting on the result of the vote, Speaker Mike Johnson told reporters on Thursday morning, “I just want you to know for the record, we really had 217 votes this morning. Andrew Garbarino did not make it in time. He fell asleep in the back, no kidding. I’m going to strangle him. But he’s my dear friend.” He added, “David Schweikert was going to vote and slipped his card in right at the last minute so it looks like a razor thin margin, 215 to 214 and one present, it was really 217.”
The remaining members of the Arizona House Republican Caucus: Reps. Andy Biggs, Juan Ciscomani, Paul Gosar, Eli Crane, and Abe Hamadeh all voted in favor. Arizona Democrat Reps. Yassamin Ansari and Greg Stanton both joined their party opposing the measure.
Congressman Abe Hamadeh posted to X Thursday detailing the bill’s primary benefits, “Congressman Hamadeh proudly voted in favor of the One Big Beautiful Bill Act, keeping his promise to fully fund and advance President Trump’s incredible America First agenda. The bill:

President Donald Trump celebrated the contentious bill through the House in a post to Truth Social writing,
“’THE ONE, BIG, BEAUTIFUL BILL’ has PASSED the House of Representatives! This is arguably the most significant piece of Legislation that will ever be signed in the History of our Country!
“The Bill includes MASSIVE Tax CUTS, No Tax on Tips, No Tax on Overtime, Tax Deductions when you purchase an American Made Vehicle, along with strong Border Security measures, Pay Raises for our ICE and Border Patrol Agents, Funding for the Golden Dome, ‘TRUMP Savings Accounts’ for newborn babies, and much more! “
The President offered praise for Speaker Mike Johnson (R-LA) and House Republican leaders saying, “Great job by Speaker Mike Johnson, and the House Leadership, and thank you to every Republican who voted YES on this Historic Bill! Now, it’s time for our friends in the United States Senate to get to work, and send this Bill to my desk AS SOON AS POSSIBLE! There is no time to waste.”
Trump concluded with an admonishment of Congressional Democrats saying, “The Democrats have lost control of themselves, and are aimlessly wandering around, showing no confidence, grit, or determination. They have forgotten their landslide loss in the Presidential Election, and are warped in the past, hoping someday to revive Open Borders for the World’s criminals to be able to pour into our Country, men to be able to play in women’s sports, and transgender for everybody. They don’t realize that these things, and so many more like them, will NEVER AGAIN happen!”
Looking forward toward the bill’s progress through the Senate, White House Press Secretary Karoline Leavitt said at Thursday morning’s press briefing, “We can celebrate this pass in the House for a couple of hours, but now it’s time for the Senate to get to work. The president has great relationship with … Senate Majority Leader [John] Thune, and of course, so many friends on the Senate side of the Hill. And he’s expecting them to get busy on this bill and send it to his desk as soon as possible.”
As reported by ABC News, Senate Majority Leader John Thune told reporters Wednesday that “there are things that we need to adjust or modify or change,” noting that Speaker Johnson “fully understands and accepts that.”
The bill may face serious challenges in the Senate where the current budget plan holds a trillion-dollar discrepancy with the House bill. Sen. Rand Paul explained, “[The] House bill is going to add about $4 trillion to the debt ceiling. The Senate bill adds $5 trillion. There’s nothing fiscally conservative about expanding the debt ceiling more than we’ve ever done it before. This will be the greatest increase in the debt ceiling ever, and the GOP owns this now … the deficit this year will be $2.2 trillion. The GOP owns that now too.”
Rep. David Schweikert was also skeptical about the Senate’s budget plan saying in an April 5th statement, “To say I’m disappointed with the Senate’s deeply unserious budget resolution would be an understatement. We are faced with an existential threat to both the short-term and long-term prosperity of America that requires a real solution, showing we are serious about slowing the growth of spending in the federal budget. With just $4 billion in cuts— equal to less than a single day’s worth of borrowing {about 20 hours}— the Senate budget resolution is more business as usual at a time when that’s exactly what we’re trying to avoid.”
Sen. Thom Tillis (R-NC) was more optimistic telling reporters, “A lot of it looks pretty good,” adding that the House bill is a “good start.”
Given the narrow majority in the Senate, Majority Leader Thune can only lose 3 votes to pass the bill.
