Arizona Senate Republicans are sounding the alarm after the reported murder of another inmate last week at the Lewis Prison Complex, pushing the number of inmate homicides in the state’s prison system to 11 in the current fiscal year — a dramatic rise compared to an average of two per year over the previous four years.
The lawmakers are calling on Arizona Department of Corrections, Rehabilitation, and Reentry (ADCRR) Director Ryan Thornell and Governor Katie Hobbs to address what they describe as a growing public safety crisis behind prison walls.
“This troubling news comes on the very day Director Thornell was expected to respond to my request for records concerning the department’s internal operations,” said Senate Public Safety Committee Chairman Kevin Payne. “We’re running out of time to identify and fix the security failures within our correctional system. We’re not just talking about inmates — our officers are increasingly at risk, too.”
According to Payne, in addition to the suspected homicide at Lewis Prison, there was also a recent incident at a Florence facility in which several correctional officers were assaulted.
Senate Majority Leader Janae Shamp placed blame on a mix of staffing shortages and what she characterized as overly lenient inmate policies. “Our corrections officers face the very real threat of violence every day. ADCRR’s current policies have given inmates more freedom than is appropriate for safety and order. Governor Hobbs must step up and reassert control over our correctional institutions,” she said.
Majority Whip Frank Carroll added, “A core responsibility of the government is to protect its citizens — that includes ensuring state prisons are secure and functional. Eleven inmate homicides in one year is unacceptable. Arizona is clearly failing on this front.”
Senate Military Affairs and Border Security Committee Chairman David Gowan echoed similar concerns and criticized what he called a lack of support from the executive branch. “Our prisons are underfunded, understaffed, and overrun by criminal activity,” he said. “We’ve put forward common-sense solutions, but the Governor continues to resist Republican efforts to fix these systemic problems.”
Republican lawmakers have previously introduced proposals to boost staffing, increase officer pay, and improve security infrastructure, but say those initiatives have been stymied by the administration.

Arizona’s Republican Senate leadership issued a sharp condemnation of the violent anti-immigration enforcement riots, still raging in Los Angeles in a Monday press release. They also issued a direct call for Arizona’s Democratic Governor Katie Hobbs and Attorney General Kris Mayes to “cooperate with the Trump Administration with enforcing federal immigration laws to keep Arizona communities safe from harm.”
According to Fox10 Phoenix, an anti-ICE protest took place in Phoenix near the Capitol building, but despite claiming to stand “in solidarity” with the violent rioters in LA, remained largely peaceful.
Senate President Warren Petersen said in the statement, “What’s unfolding in California under their radical leftist government is an atrocity. These are not protests. These are violent riots being carried out by criminal thugs with no regard for public safety. If protests here in Arizona escalate to rioting, the Hobbs Administration and Attorney General Mayes must be prepared to take action. I am calling on the governor and the attorney general to honor the oath of office they swore to uphold by cooperating with the Trump Administration on enforcement of federal immigration laws, deportations of criminal illegal aliens, and to hold accountable those who violate state laws when demonstrations spiral out of control.”
“Complete and total chaos is ensuing in California, and Democrat elected officials, including Arizona’s own Governor Hobbs, are banding together in support of this violence,” said President Pro Tempore T.J. Shope. “It is maddening that Hobbs would sign onto a letter from California’s Gruesome Newsom speaking out against President Trump for deploying the National Guard to protect American citizens from harm. Newsflash, Governor Hobbs- it’s not ‘an alarming abuse of power’ for a president to take this action to stop violent rioters. Federal law allows it.”
“Californians have found themselves in the middle of a warzone. I’m grateful the Trump Administration has mobilized the national guard, as well as marines, to stop the riots and restore order so that ICE agents can do their jobs,” said Senate Majority Whip Frank Carroll. “Anyone who harms our citizens, our law enforcement, or our military must be held accountable under the full force of the law. Arizona Senate Republicans stand with police officers, ICE agents, and our military members to ensure this violence does not spread across state lines or develop within Arizona.”
Responding to the Phoenix protest, a Phoenix Police spokesman said, “The Phoenix Police Department became aware of a group of individuals expressing their views near 10th Avenue and Van Buren this evening around 6:00 p.m. The group marched through portions of the downtown area and ultimately returned to where it began on Van Buren Street. Phoenix Police Officers along with Department of Public Safety Troopers were present and closed down streets after it was observed the group was walking in the roadway. Our duty continues to be ensuring the safety of all involved while treating everyone with dignity and respect.”
Rioting in Los Angeles, which began near the ICE detention center downtown and the Paramount neighborhood, escalated since Friday with numerous law enforcement vehicles damaged, officers injured, and several Waymo autonomous vehicles burned leading to the deployment of 2,000 National Guard Troops to protect federal property and personnel. By Monday, the deployment has ramped up to 4,000 National Guardsmen and 700 United States Marines from nearby Camp Pendelton over the objections of Governor Gavin Newsom, Hobbs, and other Democrat politicians who called the deployment “ineffective and dangerous.”

Arizona lawmakers have taken new steps to crack down on fraud in the state’s sober living home industry, with legislation sponsored by Senate Majority Whip Frank Carroll officially signed into law recently.
The new measure, SB 1308, strengthens the Department of Health Services’ (DHS) authority over sober living homes — facilities that provide housing for individuals recovering from substance use disorders. Under the law, DHS will now have enhanced powers to license, oversee, inspect, and penalize sober living homes that fail to comply with state and local regulations.
In recent years, Arizona has seen a surge in concerns surrounding sober living homes, many of which have operated without formal state oversight. Advocacy groups, city leaders, and recovery organizations have reported instances of fraud and abuse, raising alarms about the safety and wellbeing of vulnerable residents. Critics have also warned that lax oversight has allowed unscrupulous operators to exploit government-funded health care programs, leading to the misuse of taxpayer dollars.
“At long last, the state of Arizona has taken meaningful action to protect vulnerable individuals seeking refuge and recovery,” Carroll said in a statement following the bill’s signing. “Over the years, there have been many frightening stories about fraud and abuse at these homes thanks to the lack of regulation and licensing. This new law will protect the men and women residing at these homes, put bad actors on notice, and end the gravy train of taxpayer funds to those attempting to exploit the system for financial gain.”
Several cities and towns across Arizona backed the legislation, citing the urgent need for reform. Sober living homes have historically played a crucial role in the broader recovery ecosystem, offering safe, drug-free environments to individuals transitioning out of treatment programs. However, without clear regulatory standards, some facilities have drawn scrutiny for inadequate living conditions, improper billing practices, and even allegations of patient brokering — the illegal practice of referring patients to facilities in exchange for kickbacks.
SB 1308 aims to close regulatory loopholes by setting clear licensing requirements and enforcement mechanisms. Supporters of the legislation argue it will help restore trust in sober living homes and ensure taxpayer resources are used appropriately to support genuine recovery efforts. The new law takes effect later this year.

A motion to urge President Donald Trump and the United States Congress to eliminate the “Vision Zero” transportation framework is making its way through the Arizona legislature.
Senate Concurrent Memorial (SCM) 1002, introduced by State Senator Carine Werner, and cosponsored by Sens. Angius, Carroll, Gowan, and Shope, asserts that the “Vision Zero” doctrine “diverts from sound transportation engineering methodologies and instead employs a one-size-fits-all approach that requires the adoption in all circumstances of lower speed limits, fewer and narrower roads and draconian traffic enforcement measures.” It also observes that while major cities within the U.S. have implemented these policies with the goal of eliminating traffic fatalities, experience has proven that they achieve the opposite.
The drafters of the bill note: “New York City experienced the highest traffic fatalities in a decade, Los Angeles sustained a 22-year record high in fatalities in 2023 and Seattle has been subject to a steady increase in fatalities.”
The City of Phoenix approved the implementation of such a plan in September 2022 and has reintroduced and re-approved them since, with the most recent approved of in October 2024. The original plan was unanimously approved by the Phoenix City Council and allocated $10 million in annual funding.
As reported by ABC15, the Phoenix Department of Street Transportation reported in May of last year that although the city saw a decrease in serious traffic accidents, there was also an increase… in deadly crashes. The city plan proposes to reduce traffic deaths to zero by 2050 with Street Transportation Director Joe Brown saying, “It’s ambitious as it should be. Some places we’re hitting the mark and some places we have some work to do.”
As previously reported by AZ Free News, the Fountain Hills Town Council rejected the ‘Vision Zero Road Diet Plan’ in January by a 5-2 vote. Councilman Allen Skillicorn, joined by fellow councilors Gayle Earle, Rick Watts, Vice Mayor Hannah Toth, and Mayor Gerry Friedel, voted to reject the Resolution and terminate the plan, citing that it was rife with DEI (Diversity, Equity and Inclusion) policies unrelated to traffic safety.
“How is this plan racially equitable? Climate change, how does that relate to streets?” Councilwoman Earle asked.
In the text of the measure, Werner notes that “after adopting Vision Zero, Denver, Colorado’s traffic fatalities increased by 33% in the next five years compared to the previous five years, with motorcyclists, pedestrians and cyclists experiencing the highest fatality rates.” She added, “Portland, Oregon’s 2024 city auditor report attributed a doubling of fatalities to Vision Zero policies, despite reduced speed limits, stricter enforcement, intersection reconfigurations and improved lighting, raising concerns about its real-world safety outcomes.”
Concluding the memorandum to the Federal government, the Senate asked “that the President and Congress of the United States eliminate Vision Zero and the safe systems approach to transportation planning and funding, and instead promote transportation solutions that prioritize sound engineering methods, reliable safety outcomes, flexibility and engineering innovation without compromising individual freedoms or economic efficiency.”

A Republican lawmaker is taking steps to help Arizona’s power supply during the hot summer months.
This week, Arizona State Senator Frank Carroll announced that SB 1309, which he had sponsored, had been approved by the Committee on Natural Resources, Energy & Water. This bill would “ensure Arizonans have a reliable power supply during the scorching summer months in the desert and the freezing winter months in the high country.”
The bill would require “the Arizona Corporation Commission (ACC) to ensure that any changes made to an electric power grid are capable of producing enough electricity to meet the demand for power in the summer and winter months,” and “a power generation resource mix that avoids both blackouts and brownouts unrelated to severe weather conditions or power quality incidents.”
In a statement that accompanied the announcement, Carroll said, “Because radical Democrats have adopted an extremist environmental agenda, Americans are suffering the consequences during preventable power outages that are endangering lives in the middle of heat waves and dramatic cold spells. Could you imagine if residents in Metro Phoenix experienced a long-lasting power outage when temperatures surge past 110 degrees for days on end?”
Senator Carroll added, “I sponsored SB 1309 to prevent the chaos associated with blackouts, as we’ve seen in states like California, when dangerous green agendas are adopted. We all want a cleaner environment, but not at the potential cost of human life. This commonsense measure will ensure Arizonans’ air conditioners, heaters, lights, and other basic necessities have the power to operate when we need them to.”
On the Arizona Legislature’s Request to Speak System, a representative from the Arizona Free Enterprise Club endorsed the proposal; while representatives from the Climate Cabinet Action, Advanced Energy Economy, Arizona Solar Energy Industries Association, and CHISPA ARIZONA – A Program of League of Conservation Voters, signed into oppose the legislation.
SB 1309 will soon be considered by the full chamber of the Arizona Senate.
