Nation’s Report Card Reveals Alarming Decline In Student Performance Across The Country

The U.S. Department of Education released the 2024 National Assessment of Educational Progress (NAEP) results, known as the Nation’s Report Card, revealing historic lows in academic performance for eighth and twelfth-grade students in science, mathematics, and reading.

The data highlights persistent post-pandemic challenges and a widening achievement gap, prompting U.S. Secretary of Education Linda McMahon to call for a transformative shift in education policy.

“Today’s NAEP results confirm a devastating trend,” said Secretary McMahon in a statement released by the U.S. Department of Education. “American students are testing at historic lows across all of K-12. At a critical juncture when students are about to graduate and enter the workforce, military, or higher education, nearly half of America’s high school seniors are testing at below basic levels in math and reading. Despite spending billions annually on numerous K-12 programs, the achievement gap is widening, and more high school seniors are performing below the basic benchmark in math and reading than ever before.”

The 2024 NAEP results show significant declines in average scores compared to 2019:

  • 8th Grade Science: The average score for eighth graders dropped for the first time since 2009, with 38% performing below the NAEP Basic level, a five-point increase from 2019. Only 31% scored at or above the Proficient level, down four points from 2019.
  • 12th Grade Mathematics: The average score hit its lowest point since 2005, with 45% of twelfth graders scoring below Basic, a five-point increase from 2019. Only 22% achieved Proficient or above, which is down two points.
  • 12th Grade Reading: The average score fell below all previous assessments since 1992, with 32% of twelfth graders below Basic, up two points from 2019, and 35% at or above Proficient, down two points again.

According to the National Center for Education Statistics, in the 2020-2021 school year, the United States (between local, state, and federal governments) spent $18,614 per student enrolled. This totals $927 billion in expenditures between public elementary and secondary schools.

Secretary McMahon added, “The lesson is clear. Success isn’t about how much money we spend, but who controls the money and where that money is invested. That’s why President Trump and I are committed to returning control of education to the states so they can innovate and meet each school and student’s unique needs.”

The data highlights a growing achievement gap, with lower-performing students at the 10th and 25th percentiles showing significant declines, while scores for the highest performers remained stable.

The report also reveals a rise in absenteeism, with 31% of twelfth graders missing three or more school days in the past month, up 26% from 2019. Additionally, only 33% of twelfth graders were deemed academically prepared for college in mathematics and 35% in reading, down from 37% in both subjects in 2019.

The NAEP assessments, conducted from January to March 2024, involved approximately 23,000 eighth graders in science and 43,600 twelfth graders in mathematics and reading. The results provide a snapshot of student performance across public and private schools.

Secretary McMahon emphasized the need for action across the U.S., saying, “If America is going to remain globally competitive, students must be able to read proficiently, think critically, and graduate equipped to solve complex problems. We owe it to them to do better.”

Federal Trade Commission Dismisses Biden Administration’s Lawsuit Against GCU

In a unanimous decision, the Federal Trade Commission (FTC) has dismissed its lawsuit against Grand Canyon University (GCU) and its CEO, Brian Mueller, bringing an end to years of coordinated lawfare by former Biden administration officials targeting the university.

The lawsuit, previously dismissed by the United States District Court of Arizona on jurisdictional grounds, was fully resolved through a joint Stipulation of Dismissal with Prejudice.

FTC Chairman Andrew Ferguson, joined by Commissioners Melissa Holyoak and Mark Meador, issued a statement citing recent developments that influenced the decision.

The statement reads:

This case, which we inherited from the previous administration, was filed nearly two years ago and has suffered losses in two motions to dismiss. These losses are compounded by recent events: Grand Canyon secured a victory over the Department of Education in a related matter before the Ninth Circuit; the Department of Education rescinded a massive fine levied on related grounds; and the Internal Revenue Service confirmed that Grand Canyon University is properly claiming 501(c)(3) non-profit corporation designation. In its reduced form, this case presents consumers very little upside relative to the cost of pursuing it to completion, especially given the developments chronicled above. We view it as imprudent to continue expending Commission resources on a lost cause. Because we have a duty to maximize consumers’ return on their tax-dollars investment, we have decided against pursuing this matter any further.”

GCU President Brian Mueller expressed gratitude for the FTC’s objective review, noting that multiple agencies and courts have consistently ruled in GCU’s favor.

“They threw everything they had at us for four years, and yet, despite every unjust accusation leveled against us, we have not only survived but have continued to thrive as a university,” President Mueller said. “That is a testament, first and foremost, to the strength and dedication of our faculty, staff, students, and their families. Above all, it speaks to our unwavering belief that the truth would ultimately prevail.”

The FTC lawsuit was part of a broader, coordinated campaign by former Biden administration officials, including the Department of Education (ED) and the Department of Veterans Affairs (VA), to target GCU with duplicative investigations and lawsuits.

Arizona Superintendent of Public Instruction Tom Horne followed the U.S. Department of Education’s release of its pause on grant funding with a public commitment to disburse the funding as soon as possible.

The Arizona Department of Education announced that $124 million, or approximately one percent of the state’s overall education funding, was under review by the federal government.

The funding was due to be released in early July, but the approximate $6 billion in nationwide funding, including the $124 million allocated for Arizona, was placed under review by the agency on July 1st.

“The department will not be issuing grant award notifications obligating funds for these programs on July 1 prior to completing that review,” a memo from the Department’s Office of Legislation and Congressional Affairs said at the time. “The department remains committed to ensuring taxpayer resources are spent in accordance with the president’s priorities and the department’s statutory responsibilities.”

In an interview with the outlet, Secretary of Education Linda McMahon assured the public, “We want to make sure that we have the right focus on what we’re trying to do with our students.”

Superintendent Horne said in a statement, “The release of federal funds that were being reviewed by the Trump administration is good news and no surprise to me. When the review was announced I noted that the federal government is merely ensuring that the funds are being used appropriately and not for ideological purposes. People need to be assured that their education tax dollars are being used to advance academic goals and not social indoctrination.”

He added, “When the pause occurred, a lot of people panicked thinking the money would go away entirely. I said at the time that this was merely a pause for review and that is exactly what happened. The Arizona Department of Education staff will work very hard to disburse these funds as soon as possible.”

Horne shared a video clip on Friday from President Trump, coinciding with the release in which the President said, “We are moving education back to the states….when they do it, you are going to have the BEST education in the world.”

In a previous statement, Horne observed, “They’ve (federal government) seen instances of far-left ideology being taught to students. And I would agree that that should not be. People obviously have a right to be far left if they want, but they don’t have a right to impose it on students in the classroom. So, if there’s any of that in Arizona, I would cooperate enthusiastically with the federal government to get rid of it.”

Following President Trump’s directive to scrub divisive Diversity, Equity, and Inclusion programs, practices, and language from public institutions, the U.S. Department of Education sent a letter to the Arizona Department of Education (DOE) to ensure that schools comply with these requirements.

The Arizona DOE notified every school district and charter public school that they must submit a completed certification confirming compliance with the federal civil rights law. A public website was developed to track which districts and schools have completed the certification and which have not. Though the majority of schools are listed as “in compliance,” the question remains: have they all truly purged their websites and learning environments of DEI practices? A quick review and some basic research suggest that not all these schools are fully committed to the removal of this woke material.

Alhambra Elementary School District in Phoenix has a subcommittee titled “Culture, Conditions, & Climate” with a stated need to “increase its Diversity, Equity, Inclusion capacity to ensure it is an inclusive environment.” The district plans to achieve this by subjecting staff to DEI trainings designed to establish that these adults teaching your children become anti-racist activists.

Recently, Scottsdale Unified School District has been the center of controversy surrounding their adoption of new textbooks that teach about George Floyd, Black Lives Matter, and anti-law enforcement rhetoric. Arizona Superintendent of Public Instruction Tom Horne has spoken out against this anti-American, DEI-infested curriculum, emphasizing that schools must steer clear of promoting an “unbalanced political agenda.”

In Glendale, the Washington Elementary School District has published a “Statement of Commitment to Educational Equity,” in which it outlines how DEI principles are integrated into its educational framework.

In an application for federal charter school start-up grants for 2024-2028, Desert Sage High School in Tucson declares its commitment to “diversity, equity, inclusion, anti-bias education, and social justice.” Among its goals is increasing the percentage of Hispanic and Native American students—an effort aimed more at virtue signaling just to demonstrate how unbiased they really are.

Several other schools maintain overreaching non-discrimination statements that include “gender identity” and “sexual orientation,” and some keep DEI in their mission statements.

And these are just the districts and schools that claim to comply with the federal civil rights law…

AZ Dept. Of Education Responds After Federal Government Pauses Grants For ‘Migrant Education Program’

The Arizona Department of Education (ADE) has issued guidance to public school districts and charter schools following a pause and review of five grants by the U.S. Department of Education (USED) pursuant to the proposed FY26 federal budget which eliminates them entirely. The action from USED has placed $6 billion in previously approved federal education grants to schools on hold.

ADE stated Tuesday that the USED has not issued grant award notifications for Title I-C Migrant (Migrant Ed), Title II (ESEA Consolidated), Title III, Title IV, Part A (ESEA Consolidated), Title IV, Part B (21st Century), and Adult Education Basic Grants for fiscal year (FY) 2026. Per Arizona Attorney General Kris Mayes, the hold impacts approximately $120 million in funds earmarked for Arizona schools. However, ADE said in a statement, “This does not affect any prior year’s funding that districts or charters may have available to use.”

As reported by USASpending.gov, one of the grants for $9.8 million was designated “to assist States in ensuring that migratory children have the opportunity to meet the same challenging State content and performance standards that all children are expected to meet.”

The USED told state officials in a message reported by NPR, “Given the change in Administrations, the Department is reviewing the FY 2025 funding for the [Title I-C, II-A, III-A, IV-A, IV-B] grant program(s), and decisions have not yet been made concerning submissions and awards for this upcoming year.”

The USED told the outlet that it “remains committed to ensuring taxpayer resources are spent in accordance with the President’s priorities and the Department’s statutory responsibilities.”

Without USED obligating funds for these programs on July 1 before completing a review of federal awards, the ADE cannot access federal monies earmarked for the affected programs.

According to a release from ADE:

“ADE will be taking steps to minimize confusion for interfacing with the affected programs in grants management for FY 2026 funding applications:

A) FY 2026 funding applications that have not been SEA Director approved will not be approved until a federal award has been provided by USED

B) FY 2026 funding applications that have already been SEA Director approved will have a programmatic hold placed to ensure that potential reimbursements from the affected programs are not drawn down

No adjustments will be made to FY 2025 funding applications, and Local education agencies (LEAs) may continue to use funds for the affected programs in the respective funding applications.

LEAs will be able to use FY 2026 funds to reimburse themselves for valid obligations made on or after the later of the following dates, contingent upon future grant awards from USED:

  • The date the SEA may begin obligating funds (i.e., July 1, 2025), or
  • The date the LEA submits its application to the SEA in substantially approvable form. (34 CFR §76.708(a))”
