The U.S. Department of State is urging American citizens in multiple Mexican states to shelter in place due to ongoing security operations, road blockages, and related criminal activity, according to a February 23 advisory shared by Congressman Abe Hamadeh’s (R-AZ8) office.
According to the State Department’s “Security Alert – Update 4: Ongoing Security Operations – U.S. Mission Mexico,” U.S. citizens in specific locations are urged to seek shelter and minimize unnecessary movement.
The alert identifies the following affected areas:
- Jalisco State, including Puerto Vallarta, Chapala, and Guadalajara
- Baja California State, including Tijuana, Tecate, and Ensenada
- Nayarit State, including the Nuevo Nayarit/Nuevo Vallarta area near Puerto Vallarta
- Areas of Colima, Guanajuato, Guerrero, Estado de Mexico, Michoacan, Nuevo Leon, Oaxaca, Puebla, Queretaro, San Luis Potosi, Veracruz, and Zacatecas
The State Department said U.S. government staff in Guadalajara (Jalisco), Puerto Vallarta (Jalisco/Nayarit), Ciudad Guzman (Jalisco), Tijuana (Baja California), Chiapas, and Michoacan are sheltering in place “until all blockades are cleared,” and urged U.S. citizens in those locations to do the same.
The advisory noted that incidents were reported on February 22, but stated that conditions have returned to normal in:
- Quintana Roo State, including Cancun, Cozumel, Playa del Carmen, and Tulum
- Sinaloa
- Tamaulipas
The State Department directed travelers to consult the general Mexico Travel Advisory for additional information.
Flight Disruptions in Puerto Vallarta
The alert states that flights in Puerto Vallarta continue to experience disruptions due to the availability of flight crews. The U.S. Embassy said it is in close contact with airlines to monitor developments.
All other airports in Mexico are reported to be operating normally. The advisory indicates there are no known security-related flight disruptions at airports outside of Guadalajara and Puerto Vallarta. Travelers are advised to confirm flight status directly with their airline.
The alert also states that some, but not all, scheduled flights are departing from Guadalajara. Travelers whose flights to the United States are canceled may be able to book connecting flights through other Mexican cities.
Road Closures Reported
Mexican authorities have reportedly curtailed operations on some toll roads due to February 22 blockades. Areas cited include:
- Puebla
- Guerrero
- Tamaulipas
- Nayarit
- San Luis Potosi
- Tijuana
- Queretaro
- Veracruz
- Mazatlan
U.S. citizens are advised to check the Mexican toll road authority @CAPUFE on X for updates regarding road closures.
Actions Recommended
The State Department outlined the following actions for U.S. citizens in affected areas:
- Seek shelter and minimize unnecessary movements
- Avoid areas around law enforcement activity
- Monitor local media for updates
- Follow directions from local authorities
- In case of emergency, call 911
- Keep family and friends advised of location and well-being

The advisory also directs U.S. citizens to review the Mexico International Travel Information page, enroll in the Smart Traveler Enrollment Program (STEP), and monitor official State Department channels for updates.
Congressman Hamadeh’s office stated that the information was provided directly by the U.S. Department of State.
In November 2025, Rep. Hamadeh said reports that the Trump administration was considering potential military operations against drug cartels in Mexico were “excellent news,” writing on X, “The narco-terrorists are the barbarians at the gates. Pushing poison and chaos into our country.”
“Arizona, in particular, has been a pipeline for their operations,” the Congressman said, concluding: “It’s time to wipe the Mexican Cartels off the face of the earth.”

The McCain Institute’s Freedom for Political Prisoners Initiative (FPPI) praised President Donald Trump’s newly signed Executive Order on Strengthening Efforts to Protect U.S. Nationals from Wrongful Detention Abroad.
The order establishes a groundbreaking “State Sponsors of Wrongful Detention” designation, empowering the U.S. Department of State to impose sanctions, visa restrictions, export controls, foreign assistance cuts, and travel bans on nations that systemically detain Americans and other foreign nationals for political leverage.
By codifying tools long advocated by advocates like the FPPI, the order transforms wrongful detention into a strategic liability for offending states, potentially aiding negotiation for the release of detainees and preventing future abductions.
Ambassador Roger D. Carstens, inaugural Senior Distinguished Fellow of the John McCain Freedom for Political Prisoners Initiative and former Special Presidential Envoy for Hostage Affairs (SPEHA) said, “I am grateful to see the Trump Administration’s new executive order creating a ‘state sponsor of wrongful detention’ designation that can be levied against those who would take our citizens unjustly. This executive order starts to codify the very tools we have long advocated for—tools that, for the first time, make wrongful detention a strategic liability for any state. We’ve moved from response to prevention; now, with sanctions and designations in place, deterrence is real—and it’s backed by the full force of U.S. policy. We need to keep doing more to impose even harsher deterrence on countries who dare to wrongfully take Americans and hold them hostage.”
The executive order authorizes the Secretary of State to label a foreign government as a “State Sponsor of Wrongful Detention” if it engages in or supports such practices, including detentions on its soil or failures to release confirmed wrongful detainees after U.S. notification.
Designations can be lifted only if the government releases detainees, enacts policy changes, and offers credible assurances against recurrence.
Secretary of State Marco Rubio addressed the measure in a press statement, declaring, “Anyone who uses an American as a bargaining chip will pay the price. This administration is not only putting America first but also putting Americans first.”
The initiative comes amidst a global crisis, where at least 30 American citizens are currently wrongfully detained in countries such as Iran, Venezuela, Eritrea, Syria, and Afghanistan.
Sarah Moriaty, a member of the FPPI Advisory Board and the daughter of a former FBI agent who was wrongfully detained by Iran in 2007, later dying in custody, said, “We have watched in horror as the practice of taking American citizens hostage as political leverage has not only escalated but run rampant by the acts of many rogue nations.”

Kari Lake will reportedly be detailed to the U.S. Department of State under Secretary of State Marco Rubio, according to unconfirmed reports from anonymous sources who spoke to The Washington Post. The story has since been amplified by other establishment media outlets absent any official release from the U.S. Agency for Global Media (USAGM), the State Dept., or the White House. Lake has been serving as Senior Advisor for the USAGM, parent agency of Voice of America.
Lake, who recently joined the USAGM, had been tasked with helping “USAGM implement the policies and strategies needed to streamline the agency, its networks, and its grantees,” according to an email from acting USAGM Chief Executive Roman Napoli. If the anonymously sourced reports put forward are true, they suggest that, following a recommendation from the Department of Government Efficiency (DOGE) and White House Special Government Employee Elon Musk, the Trump administration could be preparing to shutter the USAGM and Voice of America (VOA) entirely and are detailing Lake to the State Department to continue her work there.
As The Washington Post reported, “Lake’s move is intended to help her coordinate closely with USAGM and the State Department to scale back the agency and its affiliated outlets to their statutory minimum, a third person familiar with her movements said:
‘She will be detailed over to State to accomplish this mission.'”
Lake told The Washington Post in a statement, “I remain committed to effectuating President Trump’s mission to modernize and reform the way we tell America’s story around the world while protecting the interest of the American taxpayer,” neither explicitly confirming nor denying her potential reassignment.
She added, “In order to do that effectively, we look forward to working with interagency counterparts including the Department of State under the strong leadership of Secretary of State Marco Rubio.”
Lake speaking in plural form as “we” could suggest that rather than merely herself, the remaining staff of USAGM and VOA may be folded into the Department of State entirely, a similar fate to what befell another formerly independent agency targeted by DOGE: the US Agency for International Development (USAID).
According to the Post, Lake presented the upcoming changes as a continuation of her current role in the Trump administration saying, “I am thrilled to be working on behalf of President Trump and this administration. He put me in this role because I’m a fighter. And I’m disgusted how Washington DC and this agency, in particular, has been screwing over hardworking Americans.”
As recently as March 15th, the USAGM announced that Lake was active in her role and in compliance with an Executive Order from President Trump (Continuing the Reduction of the Federal Bureaucracy), which had initiated a series of measures to “eliminate the non-statutory components and functions to the maximum extent consistent with applicable law.”
Among other actions, this included the abrupt cancellation of “obscene over-spending including a nearly quarter-of-a-billion-dollar lease for a Pennsylvania Avenue high-rise that has no broadcasting facilities to meet the needs of the agency and included a $9 million commission to a private real estate agent with connections.”
Lake famously made the determination at that time that “This agency is not salvageable.” She added, “From top-to-bottom this agency is a giant rot and burden to the American taxpayer—a national security risk for this nation—and irretrievably broken. While there are bright spots within the agency with personnel who are talented and dedicated public servants, this is the exception rather than the rule.”
