Another Arizona lawmaker is pushing back against the governor’s budget for the upcoming fiscal year.
Earlier this week, Arizona State Representative Gail Griffin issued a scathing response to Governor Katie Hobbs’ recently released budget for Fiscal Year 2026. Griffin, the Chairman of the House Natural Resources, Energy & Water Committee, wrote, “As usual, the Governor talks a big game on water but does little to prioritize the solutions that matter.”
The all-important issue of “water” in Arizona has been a source of great contention over the past two years with the state’s current status of a divided government. In Hobbs’ State of the State address, she said, “As I said when I stood before you last year, we must act now to protect Arizona’s water. And when the Legislature did not, I did. I remain committed to true, bipartisan reform to protect our groundwater. But mark my words, if this Legislature fails to act. I will… Again. Further, any bills that attack our assured water supply program, undermine our water future, or are political cover for this Legislature’s lack of action on water security, will meet my veto pen.”
Hobbs proposed a $3 million investment to create a Colorado River Litigation Fund to “ensure that The Department of Water Resources (ADWR) has the resources to defend Arizona’s interests and water users who depend on the State’s precious Colorado River entitlement.” The governor also requested another six full-time employees for ADWR “to meet the demanding water policy challenges facing Arizona,” among other proposals from her team, including almost five million dollars for renovations to fish hatcheries across the state.
Representative Griffin also stated, “With Governor Hobbs’ latest proposal, it seems the Governor is more interested in building new homes for fish and birds than building new homes for hard-working Arizonans. Nothing in the Governor’s budget does anything to increase the critical supply of for-sale housing or support the American Dream of home ownership.”
Griffin added, “Arizona House Republicans are committed to advancing fiscally responsible solutions that address our critical housing and water supply issues, preserve the American Dream, and unleash economic prosperity in our state while protecting our individual rights and liberties. We will continue to put the interests of Arizona citizens first – and this will be reflected in our ongoing budget negotiations and proposals.”
The longtime Arizona Republican legislator’s comments about housing and water policies mirrored what two Senate lawmakers in her party had to say following the governor’s state of the state address earlier this month. In a video following the speech, Arizona Senate President Warren Petersen said, “We agree with the Governor that home ownership has become unaffordable for many Arizonans… but the Executive’s mandate halting home construction in two of the most booming areas of the valley was irresponsible, and first-time homebuyers are suffering the consequences of sky-high prices.”
Senate President Pro-Tempore T.J. Shope noted, “We must build. We have the water to support the growth. We use the same amount of water today that we did 70 years ago – and we have 6 million more people today! Arizona knows how to conserve water. Right now we have legislation to allow us to continue to grow and build homes while conserving water. Governor, sign our Ag-to-Urban bill. You vetoed it last year. Don’t make the same mistake twice.”

Immediately following the inauguration of a new President of the United States, a powerful Arizona lawmaker introduced legislation to assist federal efforts to secure the border.
On Tuesday, Arizona Senate President Warren Petersen introduced the Arizona Immigration Cooperation and Enforcement Act (AZ ICE Act).
According to information from a press release, the bill would require “county sheriffs’ departments and the Arizona Department of Corrections to enter into 287(g) agreements with the federal government by January 1, 2026, to support enforcement of federal immigration laws. These agreements allow local law enforcement to help identify and process noncitizens who are in local custody for violating laws. Additionally, the legislation requires law enforcement to comply with immigration detainer requests, preventing criminal illegal aliens from being released back on the streets. The bill also directs funding to law enforcement to ensure that there is sufficient funding in place for implementation.”
In a statement that accompanied his release, Petersen said, “Ending the border crisis requires an all-hands-on-deck approach. This commonsense legislation will not only allow federal and local law enforcement to work together to protect our citizens, but it will also prevent government obstruction. Arizona voters spoke loud and clear last November. They overwhelmingly approved the ‘Secure the Border Act’ that Republicans referred to the ballot because they want the law enforced, and they want safe communities. I look forward to the AZ ICE Act passing the Legislature, and I’m hopeful the Governor will listen to our citizens by signing the bill when it hits her desk.”
Petersen’s release revealed that “Congress enacted section 287(g) in 1996 during the Clinton Administration. Under 287(g), local law enforcement agencies enter into agreements with the federal government to perform specified immigration functions. Local officers then receive formal training from the federal government on the scope of these functions.”
The Senate President’s latest legislative offering continues his leadership on the border lawlessness that permeated throughout the tenure of the Biden administration. Petersen supported many efforts to help Arizona law enforcement and communities protect citizens from the harms created from the porous border, including the Secure the Border Act, which was passed by Republican lawmakers last year and sent to the voters for the November General Election. Arizonans overwhelmingly voted for this ballot measure, which gave local law enforcement more resources and tools to fight back against the effects of illegal immigration around the state – one of those effects being the pervasive spread of fentanyl by cartels and drug smugglers due to the open border.
While Petersen and Republicans at the Arizona Legislature now have a partner in the White House in President Donald J. Trump for their collective efforts to secure the border and safeguard communities around their state, they will likely face continued resistance from Governor Katie Hobbs, a Democrat. Hobbs has opposed most Republican actions to take action on the border from the state’s perspective and purview. Now, though, that Hobbs’ window for re-election in this political cycle has commenced, she may take more steps to align on more areas over border security and enforcement than before in an attempt to convince a majority of voters that she can work across the aisle on matters of significance to the state.

Arizona Republicans are pressing pause over the latest proposal from the state’s Democrat governor.
On Friday, Governor Katie Hobbs released her Executive Budget for Fiscal Year 2026. In a statement that accompanied her announcement, Hobbs said, “To realize the Arizona Promise, we must deliver opportunity, security, and freedom for Arizonans. My Executive Budget reflects my commitment to continuing our strong economic growth, lowering costs, keeping communities safe and securing the border, and protecting Arizonans’ fundamental freedoms. We are connecting Arizonans to good jobs, lowering the costs of housing, child care and groceries, and protecting our veterans. I’ll continue being a strong steward of taxpayer dollars, cutting waste, fraud, and abuse and investing in the critical services that improve life for everyday Arizonans in every corner of our state.”
While Republicans had limited time to review the governor’s proposal, they did have initial thoughts about Hobbs’ latest budget for the state. Newly minted Speaker of the Arizona House of Representatives Steve Montenegro said, “While we share a commitment to improving the lives of Arizonans, the Governor’s budget proposal as presented raises concerns about parental choice, fiscal responsibility, public safety, economic growth, and the undue burdens it places on the backs of taxpayers. Our House Republican Majority remains focused on policies that support hardworking families, encourage job creation, and strengthen Arizona’s future. I look forward to working together on a serious and responsible budget that addresses these goals, but it’s clear that there is a long way to go.”
A spokesperson for the Arizona Senate Republicans told AZ Free News, “We share the same concerns about some of the same issues the Governor has raised in her budget proposal. However, the Governor’s solutions are going to be a burden to the taxpayer and won’t deliver results. Senate Republicans have a fiscally responsible budget that will ensure the core functions of government are funded, will provide relief to the taxpayer, and will ensure our state is not creating unsustainable government programs.”
The FY 2026 budget proposal from Hobbs represents the third installment from the Democrat governor in a divided state government with legislative Republicans. Over the past two years, Arizona Senate President Warren Petersen and his counterpart in the House of Representatives have forced Hobbs to make major concessions and ensured that key Republican priorities and interests were protected in the final budgets. Republican lawmakers will be counted upon again to stand strong against Governor Hobbs’ continued attempts to enact elements of her radical agenda on Arizona.

Border security was again a hot topic on the first day of the Arizona Legislative session for 2025.
Arizona Governor Katie Hobbs gave her State of the State address on Monday and discussed the issue of border security during her speech. Hobbs said, “A truly thriving economy means security for our families and neighbors. That’s why safe communities are a core pillar of the Arizona Promise and why I’ve made border security a top priority… We must remain vigilant in protecting Arizonans from the cartels who seek to do us harm. The fentanyl crisis is one of the greatest threats to public safety in our state’s history and requires a collaborative approach across state, local, and federal governments. When we work together, we protect Arizona families. I will continue working with this legislature to protect our border because until all Arizonans feel secure in their communities, we will not be able to deliver on our Promise of freedom and opportunity.”
Republicans were not amused by the governor’s comments, highlighting the many times she has opposed efforts to secure the border and protect Arizona communities from the harms and dangers wrought by illegal immigration. Arizona Senate President Warren Petersen said, “When the Governor promised to prioritize border security last year, her actions did not match her words. She vetoed our border bills. But, the voters spoke loud and clear last November. They want their government to enforce the law and secure our open border. We will support President Trump and our law enforcement in their efforts to protect Arizonans from the crime pouring into our communities and jeopardizing our national security.”
Senate President Pro Tempore T.J. Shope added, “If the Governor or any other elected leaders choose to stand in the way…get ready for court. The Republican-led Arizona Legislature vows to uphold the rule of law, and we will exhaust all legal options to ensure the chaos we’ve lived for the past four years comes to an end.”
Late last year, Hobbs released an ambiguous post on her official X account, indirectly taking aim at the Trump administration’s forthcoming actions on the border after his momentous victory over Vice President Kamala Harris in the historic November General Election. She said, “Securing our border is not a red issue or a blue issue. It’s an Arizona issue and an American issue. I’ll work with anyone to secure our border while standing up to misguided policies that attack Arizonans.”
Thus far in her administration, Hobbs has resisted most attempts by Republicans to maximize Arizona’s resources and laws to better protect communities against the harms from illegal immigration. That resistance led to state legislative Republicans sending a border security ballot measure to voters this past November – Proposition 314, which gave local law enforcement more tools to combat illegal immigration across the state. Arizona Republicans are expected to continue to search for ways to assist the Trump Administration to stop the flow of illegal immigration into and through their state over the next two years.

Arizona Republicans are applauding a recent court decision that helps to protect females.
Late last week, the U.S. District Court for the Eastern District of Kentucky dealt a significant blow to a Final Rule from the Biden administration on Title IX of the Education Amendments of 1972. The court ruled that “the Final Rule and its corresponding regulations exceed the Department’s authority under Title IX, violate the Constitution, and are the result of arbitrary and capricious agency action.”
According to the press release issued by the Arizona Senate Republicans, this Biden administration rule “required schools to allow boys and men in girls’ and women’s private spaces like restrooms and locker rooms, on their female-only sports teams, and to disregard other sex-based protections created for the safety, security, and well-being of biological females within federal law.”
In a written statement, Senate President Warren Petersen said, “We are grateful for the conservative attorneys general nationwide who are working tirelessly to protect women and girls from bigger, stronger boys and men, while the radical Left continues to ignore not only science, but common sense. Women and girls are fighting an uphill battle as progressives try to undo the protections created for them, including Arizona’s Save Women’s Sports Act, which the Republican-led Arizona Legislature is currently litigating while Arizona’s own Attorney General refuses to do so.”
Senator Sine Kerr added, “This is a big victory for the women and girls who’ve had athletic and educational opportunities stripped from them at the hands of biological males posing as females, but there is still much more work to be done. While Governor Hobbs vetoed last year the Arizona Women’s Bill of Rights, Senate Republicans have vowed to continue to push legislation that safeguards women and girls on the playing field, in their bathrooms, their locker rooms, and anywhere else carved out specifically for them. Our daughters, granddaughters, nieces, and neighbors deserve to feel safe and supported, and it is our duty as elected officials to ensure their protection.”
After receiving the news of the court order, Tennessee Attorney General Jonathan Skrmetti, who led the coalition of attorneys general against the new rule on Title IX, said, “This is a huge win for Tennessee, for common sense, and for women and girls across America. The court’s ruling is yet another repudiation of the Biden administration’s relentless push to impose a radical gender ideology through unconstitutional and illegal rulemaking. Because the Biden rule is vacated altogether, President Trump will be free to take a fresh look at our Title IX regulations when he returns to office.”
Virginia Attorney General Jason Miyares, one of the attorneys general in the coalition also weighed in, saying, “I’m proud to have successfully defended Title IX from the federal government’s power grab that threatened to upend half a century of landmark protections for women and punish States for following their own laws.”
Petersen continues to use his office as the leader of Senate Republicans to help stand in the gap for Arizona in major state and federal legal fights in the absence of Democrat Attorney General Kris Mayes. He promises more intervention into legal matters in 2025 as legislative Republicans work toward protecting their state from government overreach and special interests that attempt to take Arizona in radical directions.
