Horne Praises UA, ASU Talks With Trump Admin On Merit-Based Higher Education Compact

Arizona Superintendent of Public Instruction Tom Horne is welcoming discussions between the University of Arizona (UA), Arizona State University (ASU), and the Trump administration on a new Compact for Academic Excellence in Higher Education, a federal initiative promoting merit-based standards and accountability in universities.

Horne, who also serves on the Arizona Board of Regents, said the compact reflects his long-held belief that education policy should prioritize individual achievement over racial or identity-based criteria.

“Since I took on the Tucson Unified district in 2008 to end the racially divisive ‘Ethnic Studies’ program, I have been fighting against racial entitlements,” Horne said in a statement. “People should be judged on their character and merit, not the color of their skin. The Trump administration’s federal compact for universities shares that same goal, and I am pleased that universities, including the University of Arizona and Arizona State University, are in discussions with the President on enshrining those principles in their schools.”

Horne also disputed recent reports suggesting that the University of Arizona had declined to participate in the compact, pointing instead to a recent letter from UA President Suresh Garimella to U.S. Education Secretary Linda McMahon. In the letter, Garimella expressed alignment with the administration’s goals of strengthening higher education through merit, excellence, and accountability.

“We share your vision of continuing to strengthen our higher education system for the betterment of the country — a vision rooted in a merit-based pursuit of excellence that directly or indirectly benefits all Americans,” Garimella wrote. He added that the university finds “much common ground with the ideas your administration is advancing” and welcomes collaboration with other institutions, higher education associations, and Congress “to advance and implement our principles in alignment with the national interest.”

Garimella’s Statement of Principles, included with the letter, outlines commitments to nondiscrimination, academic freedom, fiscal responsibility, and research integrity. It reaffirms that admissions and hiring decisions at UA will continue to be merit-based, and that diversity statements will not be used in employment processes. The document also emphasizes free speech protections, pledging to uphold the Chicago Principles on Freedom of Expression and to publish results from campus surveys on viewpoint diversity.

Under Garimella’s leadership, UA reports a 22% reduction in administrative spending, a tuition freeze for in-state students, and an expanded focus on aligning research priorities with national and economic security needs — reforms he described as consistent with the compact’s goals.

Horne said those steps demonstrate “a serious commitment to the kind of merit-driven, excellence-focused education system that Arizona taxpayers deserve.”

Both UA and ASU are expected to continue discussions with federal officials about implementing the compact in ways that preserve institutional autonomy while aligning with national standards for merit and accountability.

Poll: Arizona Voters Back More Parental Control In Schools—But Politics Drives The Divide

A new Arizona Public Opinion Pulse (AZPOP) survey from Noble Predictive Insights (NPI) reveals that Arizona voters favor greater parental control over education and support restrictions on classroom discussions about race, gender, and sexuality.

However, the data reveals a striking trend: political affiliation, rather than parenting status, is the primary driver of these education policy preferences.

NPI conducted the survey from August 11-18, 2025, polling 948 registered Arizona voters with a margin of error of ±3.18%.

The survey found strong support for increased parental involvement in education, with 48% of voters believing parents should have more control over educational content, 30% saying current levels are appropriate, and 13% favoring less parental influence.

Parents with children under 18 (51%) and those with adult children (50%) show slightly higher support for increased control compared to non-parents (46%).

Political affiliation, however, reveals evident divides: 67% of Republicans advocate for more parental control, compared to just 30% of Democrats and 45% of Independents.

NPI Founder and CEO, Mike Noble, commented on these results, saying, “This data exposes a counterintuitive reality where partisan identity outweighs personal family circumstances in shaping education policy views.”

On the issue of limiting classroom discussions about race, gender, and sexuality, 50% of Arizona voters support restrictions, while 38% oppose them. Parents with children under 18 show stronger support (58%) compared to those with adult children (50%) or non-parents (45%), indicating a greater concern among parents with school-age children about exposure to sensitive topics in the classroom.

Political affiliation again proves to be the dominant factor. A striking 71% of Republicans favor restrictions compared to only 34% of Democrats. Independents are nearly split, with 43% supporting restrictions and 45% opposing them, reflecting broader ideological tensions.

The survey challenges the assumption that parenting status primarily shapes education policy views. Instead, partisan identity drives preferences, with Republicans prioritizing parental rights and limits on sensitive topics, viewing schools as potential sources of ideological influence.

Democrats, conversely, emphasize professional educator judgment and oppose restrictions they see as censorship. Independents remain divided, grappling with balancing parental authority and educational freedom.

“Arizona’s education debates have become a perfect storm of cultural anxiety and political division,” said Noble. “While parents naturally want influence over their children’s education, we’re seeing partisan identity increasingly drive policy preferences more than actual family experience.”

The Arizona Legislature is considering a constitutional amendment that would restrict preferential treatment and discrimination based on race or ethnicity in public education, government spending, and hiring practices.

House Concurrent Resolution (HCR) 2042, sponsored by Rep. Steve Montenegro (R-LD 29), would reinforce existing constitutional protections by prohibiting state agencies, schools, and employers from favoring or disadvantaging individuals based on race or ethnicity. If approved by the Legislature, the measure will be placed on the next general election ballot for voter approval.

HCR 2042 expands Arizona’s existing anti-discrimination policies by banning the use of race or ethnicity as a factor in hiring, promotions, admissions, or contracting decisions in public institutions. It also would prevent state-funded institutions from compelling employees, students, or contractors to support race-based policies as a condition of employment or academic advancement.

In addition, HCR 2042 would prohibit public funding for university offices (like DEI offices) or initiatives that promote preferential treatment based on race or ethnicity, restrict diversity training that endorses race-based privilege, intersectionality, or the idea that neutral policies perpetuate racial injustice, and ensure that disciplinary policies in public schools and workplaces do not treat individuals differently based on race or ethnicity.

The bill allows exemptions for academic research, student organizations, legal compliance, and mental or physical health services provided by licensed professionals.

Proponents of the bill say that preferential treatment—whether through race-based hiring, admissions, or funding allocations—undermines fairness and meritocracy. Equal treatment under the law is a fundamental principle that should apply to all individuals, regardless of background, and race-based policies can create resentment and devalue achievements by making qualifications appear tied to identity rather than merit.

Supporters of the legislation also argue that neutral, colorblind policies are the best way to ensure fairness in education, employment, and government programs. They say that government should not fund initiatives that favor one racial or ethnic group over another, as this can lead to unintended discrimination.

HCR 2042 was approved by the House Government Committee in a 4-3 vote and now awaits further legislative debate. If passed, Arizona voters will decide on the measure in the next statewide election.
