Scottsdale Unified School District (SUSD) parents are attempting to reverse the relaxation of the district’s dress code.
SUSD surveyed Scottsdale Parent Council (SPC) members about the district’s dress code, which parents criticized for failure to indicate a requirement for students to cover their midriffs.
The survey, shared by Scottsdale Unites For Educational Integrity (SUFEI), only included “genitals, buttocks, chest, and nipples” in its description of “private body parts” in a question to parents about appropriate student clothing.
SUFEI urged parents to respond to the survey in opposition to the question of appropriate student clothing and to leave a comment explaining their support for qualifying the midriff as a private body part.
Current SUSD dress code does not require students to cover their midriffs. However, the dress code does prohibit students from wearing anything deemed “hate speech,” along with any clothing depicting profanity, nudity, or pornography.
In 2022 emails reported by the Arizona Daily Independent last fall, the governing board’s then-vice president Libby Hart-Wells reportedly pressured SUSD administration to override the district’s Code of Conduct to allow girls to wear clothing that exposed the midriff.
Hart-Wells, who presided over the board last year, no longer serves on the board.
Most other districts around the Valley do not allow midriffs and have maintained the traditional set of dress codes, but several have begun to loosen their dress codes as well.
In 2023, Higley Unified School District (HUSD) removed policy language prohibiting clothes which “immodestly exposes the chest, abdomen, midriff, genital area, or buttocks,” instead reducing the prohibition to clothing exposing “undergarments [or] undergarment areas.”
Last year, Tucson Unified School District revised its policy citing concerns of sexism and equity, effectively allowing students to expose most of their breasts along with their entire torsos and buttocks.
Scottsdale parents concerned with the relaxed dress code are also coming off of other, more significant concerns with the district. Last year, the governing board approved a bonus to Superintendent Scott Menzel despite lower test scores. Menzel earned the bonus based on meeting several nonacademic achievement goals over the course of a year, not any of the academic ones: increased attendance rate, increased student extracurricular and cocurricular activity participation, increased certified staff retention, an established baseline for work-based learning opportunities and hours, and the production of a decision making matrix and proposal.
Under Menzel’s leadership for the past four years, SUSD enrollment dropped by over 1,500 students and science scores dropped 24 percent. Less than 50 percent of 8th grade SUSD students were proficient in math, despite 94 percent of students graduating.
Menzel has been a proponent of more progressive ideologies, such as those behind critical race theory and LGBTQ+ lifestyles. Menzel has defended the inclusion of sexualized discourses and subject matter on campuses as protected under Civil Rights law.
Menzel came to SUSD in July 2020 amid the racial reckoning sweeping the nation following George Floyd’s death in police custody. The year before, while still a superintendent in Michigan, Menzel gave an interview calling the white race “problematic” and meritocracy “a lie.”
“[White people] should feel really, really uncomfortable, because we perpetuate a system by ignoring the realities in front of us, and living in a mythological reality,” said Menzel. “In this country it’s about meritocracy. ‘Pull up yourself by your bootstraps, everybody has the same opportunity.’ And it’s a lie.”
The discovery of these past remarks prompted Scottsdale lawmakers to advocate for Menzel’s removal.
Arizona Superintendent of Public Instruction Tom Horne also advocated against Menzel’s contract renewal last fall.

It’s taken the better part of a year for vigilant Scottsdale parents, but the vulgar books they discovered will no longer be in their district’s libraries.
Last July, Scottsdale mom Jill Dunican wrote to the Scottsdale Unified School District (SUSD) governing board about 17 books allegedly containing “vulgar or educationally unsuitable content.” Dunican wrote on behalf of several advocacy organizations and individuals: Scottsdale Unites for Educational Integrity, Arizona Women of Action, Restore Parental Rights in Education, Protect Arizona Children Coalition, A Legal Process, Not In Our Schools, Shiry Sapir, Dan Kleinman (SafeLibraries), EZAZ, Save CFSD, Kids First, Mom Army, and Moms For Liberty.
The contested books were “A Stolen Life” by Jaycee Dugard; “Doomed” and “Haunted” by Chuck Palahniuk; “Lucky” by Alice Sebold; “PUSH” by Sapphire; “Sold” by Patrick McCormick; “Tricks,” “Perfect,” “People Kill People,” “Identical,” and “Smoke” by Ellen Hopkins; “Icebreaker” by Hannah Grace; “A Court of Frost and Starlight” by Sara J. Maas; “Anatomy of a Boyfriend” and “Anatomy of a Single Girl” by Daria Snadowsky; “Breathless” by Jennifer Niven; “Me and Earl and the Dying Girl” by Jesse Andrews; and “Lawn Boy” by Jonathan Evison.
Most of these books were only available at the various high schools within the district. One contested title — “Sold” — was available at the Desert Canyon K-8 school.
In her letter to the board, Dunican claimed these books violated Arizona’s laws on furnishing harmful items to minors and Arizona’s parental bill of rights.
“The negative impacts of vulgar material on children include: ‘greater acceptance of sexual harassment, sexual activity at an early age, acceptance of negative attitudes to women, unrealistic expectations, skewed attitudes of gender roles, greater levels of body dissatisfaction, rape myths, and sexual aggression,’ as well as sexual risk taking, mental health problems, decreased academic performance and detachment from family and friends,” wrote Dunican.
SUSD agreed. Following a temporary pull of the books and investigation by a review committee, SUSD found that nearly all of the contested books needed to be kept out of circulation permanently — meaning these texts violated Arizona laws on furnishing harmful materials to minors.
Last Friday, SUSD advised Dunican of the removal of 15 of the 17 contested books. The district determined the other two books — “Sold” and “Stolen Life” — may remain in circulation under the condition of parental consent for checkouts.
In a response email to Dunican, SUSD director Kim Dodds Keran added that the 15 books to be removed from circulation had “very limited circulation,” meaning they were checked out five or fewer times over the past three years.
In an email shared with AZ Free News, Dunican asked SUSD to adopt a policy complementing Arizona law prohibiting public schools from referring students to or using sexually explicit material in any manner.
This law maintains exemptions for works that possess “serious educational value” or “artistic, literary, political, or scientific value.” In those cases, schools must obtain written parental consent on a per-material basis.
Dunican suggested the proposed SUSD policy could have librarians rely on rating services to review book ratings ahead of book purchases.

Scottsdale Unified School District (SUSD) will no longer be using X to stay engaged with the community, with the given reason being a lack of a “family-friendly” environment.
SUSD made the announcement last week, also alluding to board policy necessitating their ceasing the use of X. The district will remain on Facebook and Instagram instead.
“In line with board policy IJNDB and our commitment to safety, SUSD schools are stepping away from X to prioritize family-friendly engagement,” said SUSD. “For updates, find us on Facebook, Instagram, or visit http://susd.org. Let’s stay connected in spaces that uphold our values.”
IJNDB refers to policy on the use of technology resources in instruction. Per that policy, the district implements technology protections against visual depictions that are obscene, child pornography, or content which may be discerned as harmful to minors.
Yet, the district allows children access to sexually explicit books and content in its libraries and classrooms.
In stepping away from the use of X, the district also remarked that X failed to align with its values. In addition to protections for sexually explicit materials, SUSD holds values such as transgenderism in minors, social emotional learning, and critical race theory.
SUSD made their announcement a week after Election Day, when Donald Trump won the presidency and Republicans secured a trifecta.
Tech billionaire and Tesla CEO Elon Musk bought Twitter (now X) for the express purpose of preserving and supporting free speech following the 2020 election. During that election, the silencing of certain right-wing voices occurred under social media platforms such as Twitter and Big Tech companies.
SUSD lost nearly 500 students over the course of this past year, amounting to millions in lost revenue. The auditor general has scored the district as “high risk” due to its continued decline in enrollment. Enrollment has declined 10 percent under the tenure of SUSD Superintendent Scott Menzel, and reports have emerged of record staff turnover.
Additionally, SUSD spending on classrooms and teachers have hit another historical low for this school year: 54 percent versus nearly 64 percent from 20 years ago, just over the lowest fiscal year (2017, which amounted to 53 percent).
Parent watchdog group Scottsdale Unites for Education Integrity said the nine percent decrease signified a $40 million redirection of funds from academic achievement.
Menzel also enjoyed a pay raise earlier this semester despite falling short of academic performance goals: achievements in math, English-Language Arts (ELA), and science fell below desired outcomes. Over 8,000 students weren’t proficient in ELA, over 9,000 weren’t proficient in math, and over 12,000 weren’t proficient in science.
The only goals which Menzel accomplished were nonacademic, and they amounted to less than half of the goals set: increases in attendance rates, student participation in extracurricular and cocurricular activities, and certified staff retention; an establishment of a baseline for work-based learning opportunities and hours completed using Major Clarity; and production of a decision-making matrix and at least one proposal for action by June.

Can we truly take the American Association of School Administrators (AASA) seriously? They claim to be the premier association for school system leaders and the national voice for public education and district leadership. But do they speak for the majority of parents with children in public schools across America?
The AASA being the voice for public education on Capitol Hill might explain why public education has been failing our children for years. The education professionals who run the AASA and the Arizona School Administrators (ASA) seem more focused on promoting social-emotional learning, DEI, and gender identity rather than prioritizing academic excellence in public schools.
How else do you explain the prior selection of Dr. Donna Lewis as the superintendent of the year when she was the superintendent of a district where math and ELA proficiency were below 15%? And how do you explain the selection of Dr. Menzel as the 2024-2025 national superintendent of the year?
By selecting two failed superintendents for recognition, these organizations demonstrate that they are not concerned with academics.
Contrary to the Scottsdale Unified School District’s (SUSD) claims, Menzel has not enhanced educational outcomes; it is just the opposite. Last year, Menzel failed to meet his academic performance goals, and academic achievement in math, ELA, and science declined. In 2023, SUSD had over 8,000 students who were NOT proficient in ELA, over 9,000 who were NOT proficient in math, and over 12,000 students who were NOT proficient in science. Thirty-five percent of 3rd graders were not proficient in ELA in 2023. Being able to read by 3rd grade is critical to a student’s academic success. By continuing to promote them without being proficient, Menzel is setting them up for academic failure.
Despite these deficiencies, hundreds of SUSD students are promoted and graduate each year.
Under Menzel’s tenure, SUSD experienced a 10% drop in enrollment, with nearly half of the eligible students choosing not to attend SUSD. Additionally, the district has faced record staff turnover due to the fear-driven environment Menzel has created. Yet he is celebrated as the superintendent of the year.
Enough is enough. Scottsdale cannot afford another failed superintendent of the year.

The Scottsdale Unified School District (SUSD) Governing Board approved a bonus of nearly $16,000 to its superintendent during an August board meeting, despite lower test scores. And during last week’s meeting, it approved another performance pay plan for the 2024-2025 school year.
Superintendent Scott Menzel will receive a bonus of over $15,700, despite not achieving any of the academic achievement goals for the 2023-2024 school year. Menzel has a base salary of $225,000, a $16,000 stipend, and opportunity for a 20 percent bonus (around $43,200).
That full 20 percent bonus hinged on accomplishing the 11 key performance indicators the board set for the 2023-2024 school year. Menzel accomplished five of the 11 goals, none of which were academic: increased attendance rate to 92.5 percent or better, increased percent of students participating in extracurricular and cocurricular activities by four percent; increased certified staff retention; established a baseline for work-based learning opportunities and hours completed using Major Clarity; and produced decision-making matrix and at least one proposal for action by June 30.
The academic-based performance pay goals that Menzel didn’t meet concerned increasing scores for third-grade English-Language Arts (ELA) students to 68 percent passing, eighth-grade math students to 53 percent passing, and ninth-grade science students to 41 percent passing. During the 2023-2024 school year, only 60 percent of third-grade ELA students passed, 46 percent of eighth-grade math students passed, and 34 percent of ninth-grade science students passed.
The governing board was divided over the new performance pay plan. Board President Libby Hart-Wells and members Zach Lindsay and Julie Cieniawski voted in favor, while members Amy Carney and Carine Werner abstained.
During the meeting, Carney questioned why there was no board discussion prior to Menzel’s proposed performance plan pay raise being included as an action item on last week’s agenda.
“Last [year] we had a lengthy discussion [and] came to a collaborative result, and then we had an action item later,” said Carney.
Hart-Wells didn’t deny that the procedure for proposing a superintendent pay raise plan had changed from last year, but said that Carney and other members were free to discuss the action item and propose changes.
“It has always been the case that the superintendent has drafted the goals based on the information provided by the board and the goals that were set related to the key performance indicators for the district, then that comes forward to the governing board for review,” said Menzel.
During that same meeting last week, the board’s budget presentation revealed that SUSD spending on classrooms and teachers would hit a historical low again for the 2024-2025 school year: 54 percent versus nearly 64 percent exactly 20 years ago per the auditor general. That is one percent away from the lowest fiscal year: 53 percent in 2017.
As the parent watchdog group Scottsdale Unites For Education Integrity said in a recent press release, “This 9.2 percent decrease means that, out of a $438 million budget, over $40 million has been redirected away from supporting students’ academic achievement.”
Correction: A previous version of this story said that Menzel’s bonus was approved last week. It was approved in August while the performance pay plan was approved last week. The story has been corrected.
